Program Background

DT Global has been engaged by the Australian Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to 31 December 2027.

Australia-PNG Law and Justice Partnership seek to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.

The program aligns with the Government of Papua New Guinea’s (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’. Australia-PNG Law and Justice Partnership will focus on three End of Program Outcomes (EOPOs):

EOPO 1 – Community Safety and Access to Justice at the Local Level: Communities in target locations, especially women, children, persons with disabilities, vulnerable people and those accused of sorcery, have improved access to selected justice and support services.

EOPO 2 – Law and Justice Services Supply: Responsible law and justice sector agencies increasingly provide selected inclusive, responsive, and accountable essential law and justice services in target locations.

EOPO 3 – Leadership, Coordination and Accountability: Responsible law and justice mechanisms demonstrate improved sectoral leadership and coordination of national and subnational law and justice services and improved sector integrity systems.

The Role

The MEL Coordinator (GoPNG) is part of the APLJ MERLA team assisting with the implementation of the program’s MERLA strategy and methodology. The strategy aims to ensure efficient and effective reporting of progress toward achieving the Program’s end of program outcomes (EOPOs).

This role is responsible for getting MEL activities in the Law and Justice Sector agencies and provinces up and running, getting people trained and systems established/rolled out as per the MERLA Plan and Framework.

The MEL Coordinator (GoPNG) will be responsible for:

·    Coordinating APLJ’s monitoring, evaluation and learning (MEL) activities to ensure there are strong links with program strategy, MERLA Workplan and Framework.

·       Developing and conducting training and awareness sessions to improve knowledge and awareness of APLJ’s MERLA plan, strategy, activities and outcomes.

·       Assisting the MERLA team to collect monitoring data for discussion at monthly ‘check-ins’ and Quarterly Reflection Workshops. 

·      Working with counterparts and other stakeholders to utilise MEL to review program progress, reflect on evidence and use information to update and realign activities when necessary.

·       Consulting PNG counterparts and other stakeholders in discussions about PNG problems and solutions.

·       Ensuring APLJ MEL tools and templates are used for data collection, project monitoring and reporting.

·       Ensuring quality, compliance, fraud controls, risk management and safeguarding in all MEL activities.

·       Collaborating with the Specialists (Gender, Social Inclusion, etc.) to determine the best measurements for project performance.

·    Including GEDSI considerations throughout the MERLA and MEL activities to improve access to justice and services by women, girls, people living with disabilities and other vulnerable and marginalised groups.

·     Complying with and promotion of policies in all aspects of the program: inclusion, gender equality, locally led development, climate resilience, Indigenous engagement, child protection/Preventing Sexual Exploitation, Abuse and Harassment (PSEAH), and safeguarding. 

·     When requested, supporting the Communications team to develop communication products such as drafting and preparing briefs, case studies and media releases to support APLJ activities and events, and respond to DFAT public diplomacy requests.

About You

The preferred candidate will have:

 

·       Diploma or tertiary qualification in development studies, statistics, social science, public policy, governance or another relevant field.

·       At least two (2) years' work experience in MEL-related activities such as performance monitoring, collecting and analysing qualitative and quantitative data to support reporting.

·       Experience working in partnerships and leading change to implement new MEL approaches.

·       Experience implementing MEL in low-data environments; creating baselines and innovative data collection methods; supporting development of new or improved systems with partner organisations.

·       A sound understanding of gender equality concepts and issues in PNG; and incorporation of GEDSI into MERLA systems.

·       Proven experience using databases and Microsoft 365 products such as Sharepoint, Teams, Excel, Outlook.

·       Well-developed communication skills, with and high-level interpersonal and facilitation skills.

·       Well-developed fluency in English written and verbal communication.
