The Role
The MEL Coordinator will lead the monitoring, evaluation and learning (MEL) efforts across Tautua-led activities, ensuring that program performance and results are effectively tracked, analyzed and used to inform strategic decisions. This role involves close collaboration with the CSO MEL Support, Clear Horizon MEL Advisors and implementing partners to ensure that data is not only collected and reported but also used to drive continuous program improvement and adaptation. The MEL Coordinator will play a key role in embedding a culture of learning and evidence-based decision-making across the program.
Key responsibilities include:

Lead the implementation and use of the MEL system across Tautua, ensuring teams and partners understand their roles and responsibilities in data collection, analysis and reporting.

Develop and manage tools, protocols and timelines for accurate, timely and inclusive data collection—ensuring data is disaggregated and validated for quality and completeness.

Conduct insightful analysis of qualitative and quantitative data, produce reports and respond to data requests to inform decision-making and demonstrate program impact.

Facilitate reflection workshops, document lessons learned and support adaptive management by translating MEL findings into actionable program improvements.

Oversee the MEL Information System (MIS), support user training and system optimization and identify opportunities for operational research and cross-program learning.

About you
We are seeking a seasoned MEL professional with deep experience in Human Development and a strong command of both qualitative and quantitative evaluation methods. You will bring proven experience in designing MEL systems, leading data analysis and facilitating learning processes with diverse stakeholders. Experience in robust data management, attention to detail and the ability to translate complex data into actionable insights. Experience working in the Pacific Islands region is highly desirable, along with a demonstrated commitment to culturally responsive and locally grounded development approaches.
Additional key requirements include:

Experience in designing and implementing qualitative and quantitative studies, including incorporating GEDSI focus and analysis.

Must have experience in quantitatively and qualitatively analyzing MEL data and synthesizing findings for programmatic use.

Analytical thinking skills to break down complex data and information into manageable components and use evidence and logic to draw conclusions and make decisions.

Ability to respond positively to change and adjust MEL approaches as needed and manage competing priorities in dynamic program environments.

In-depth knowledge of Samoa’s government systems, civil societies, sectoral landscape and human development policy environment, with the cultural competence to navigate formal and informal protocols respectfully.
