Description

The role

The Australia Awards Philippines (AAP) supports the selection, mobilisation and reintegration of Australia Awards scholars, delivers short courses, fellowships and learning opportunities, and strengthens institutional and people-to-people links between Australia and the Philippines.

As the Monitoring, Evaluation and Learning (MEL) Manager, you will lead the design, implementation and continuous improvement of AAP's monitoring, evaluation and learning systems. You will ensure high-quality evidence is generated, analysed and used to support program performance, accountability, reporting and adaptive management.

Working closely with the Program and Partnerships Director, DFAT and program stakeholders, you will oversee MEL frameworks, data systems, reporting processes and learning activities that inform strategic decision-making and maximise development impact. You will also support the integration of cross-cutting priorities including GEDSI, localisation, climate change, safeguarding and public diplomacy throughout the program's monitoring and reporting systems

This is an exciting opportunity for an experienced MEL professional to shape how evidence and learning drive program performance, innovation and continuous improvement.

Key responsibilities

  • Lead implementation and continuous improvement of the program's MEL framework, systems, methodologies and reporting processes.
  • Generate, analyse and communicate high-quality evidence to support learning, adaptive management and DFAT decision-making.
  • Manage MEL activities, evaluations, data systems, consultants and capability development across the program.

About You

  • Significant experience leading monitoring, evaluation and learning functions within donor-funded development programs.
  • Strong technical expertise in MEL frameworks, mixed-methods analysis, reporting, adaptive management and evidence utilisation
  • Excellent analytical, communication and stakeholder engagement skills, with the ability to translate complex evidence into practical recommendations
