SUMMARY OF THE PROJECT
Prospera is Australia's flagship economic governance investment in Indonesia, supporting the Government of Indonesia (GoI) to advance inclusive, sustainable and climate-resilient economic reform. Implemented by Cowater International in partnership with the Australian Department of Foreign Affairs and Trade (DFAT) and the Government of Indonesia, the program runs from 2026 to 2035. Prospera is a dual modality program comprising partnerships between Australian and Indonesian government agencies along with distinct but interrelated Managing Contractor-led (Cowater) advisory and support services.
SUMMARY OF THE POSITION
The Monitoring and Reporting Coordinator is an integral role in the MEL and wider Planning, Performance and Inclusion team, providing operational discipline by ensuring planning, monitoring, reporting, and adaptive management processes are implemented consistently and efficiently. The role combines technical expertise with stakeholder engagement to deliver high-quality monitoring and reporting outputs, supporting the program's overall performance and accountability.
Reporting to the MERL Adviser and working closely with the Planning, Performance and Inclusion team, Activity Managers, Finance team, and Communications team, the Monitoring and Reporting Coordinator brings a blend of technical skills, adaptive management principles, and a commitment to continuous improvement. The role requires a proactive approach to identifying and addressing monitoring and reporting challenges, ensuring the program remains aligned with its objectives and donor requirements.
KEY RESPONSIBILITIES
A. Adaptive Management and Planning

Documenting Decisions

Document adaptive management decisions and support tracking of strategic changes through the Adaptive Management Timeline and other tracking tools

Coordinating Planning

Coordinate the planning calendar, Activity Concept Notes, AWP structure, timelines, resourcing, and submissions.

B. Monitoring and Reporting

Tracking and Reviewing
-
Lead monthly AWP tracking, review quarterly reports, and identify activities requiring management responses.

Stakeholder Feedback
-
Support stakeholder feedback and lead V4M analysis for priority activities to improve program efficiency and effectiveness.

Consolidating Evidence

Consolidate evidence, analyse progress against outcomes, support learning products, and organise MEL clinics.

C. Reporting and Evaluation

Preparing Reports
-
Provide evidence for DFAT reporting, and develop inputs for PAF/DPP and other DFAT requests.

Contributing to Evaluations

Contribute monitoring evidence and reporting inputs to evaluation processes when required.

E. Compliance and Quality Standards

Ensure activities are designed and outputs delivered in accordance with Prospera's SOPs and standards, including technical quality standards, and donor requirements.
SELECTION CRITERIA
The successful candidate will have:
Essential

Master's Degree (S2) in relevant field.

Demonstrated experience in designing and implementing monitoring and evaluation frameworks, including data collection, analysis, and reporting.

Proven experience in managing project workflows, ensuring timely delivery of outputs, and maintaining high-quality standards.

Experience in coordinating with multiple stakeholders, including government entities, donors, and implementing partners, to align monitoring and reporting processes.

Familiarity with adaptive management principles and practices, including documenting decisions and tracking strategic changes.
Desirable

Professional Certification: Certification in Monitoring and Evaluation (M&E) or Project Management.

Advanced Data Analysis: Proficiency in advanced statistical software (e.g., SPSS, Stata) and data visualisation tools.

Bilingual Skills: Fluency in Bahasa Indonesia and English to enhance communication with local stakeholders.

Experience with DFAT Programs: Prior experience working on Australian Government-funded programs.

Publication Record: Published research or articles in the field of monitoring, evaluation, and learning.
