Program Background

DT Global supports the implementation of PROSIVU on behalf of the Australian Government.

PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.

The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:

(a)   stronger, more inclusive economic growth.

(b)   sustainable public finances; and

(c)   better public administration.

These three outcomes constitute the basis of PROSIVU’s three workstreams.

The aim of support for stronger, more inclusive economic growth is that central agencies and line ministries invest in evidenced based and inclusive economic development policies and projects that have high economic and social returns, improve outcomes for the poor and improve equality and social inclusion.

The aim of support for sustainable public finances is central agencies, led by the Ministry of Finance and Prime Minister’s Office, improve the performance and inclusivity of public expenditure, and diversify and increase domestic revenue collection.

The aim of support for better public administration is central agencies, led by the Civil Service Commission and the Presidency of the Council of Ministers, develop and invest in policies, systems and capacity to ensure public administration is inclusive, effective, performance-driven, and responsive to the needs of citizens, the private sector and civil society.

Objectives of Role 

The engagement of the M&E Specialist aims to provide strategic guidance, technical expertise, and capacity-building support to Timor-Leste's government to accelerate progress of the MoF’s program and other national commitments, including SDG’s.

 

Roles and Responsibilities

The M&E Adviser will be tasked with the establishment of M&E process protocols and in providing strategic support to UMAD. This will involve evaluating the availability of information on commitments, goals, activities and benchmarks, and subsequently identifying a roadmap for the development of UMAD. The terms of reference for this task include:

  • Outline UMAD’s responsibilities by identifying national and MoF commitments for which progress needs to be monitored or reported.

  • Assist entities and other units in breaking down commitments into measurable activities, outcomes, including timelines and indicators.

 

Training and knowledge transfer

  • The adviser will work closely with all directorates within the MoF and will support GoTL staff by providing on-the-job training during the course of the assignment. During the first month of the commencement of this position, the Adviser will develop a work plan which will include a capacity building plan. This plan will be developed in consultation with Ministry of Finance counterparts.

 

Coordination, collaboration and reporting

  •  Work closely with the Office of the Minister and GoTL counterparts in MoF.

 

GEDSI

  • Facilitate and ensure the application of the principles of gender equality, disability and social inclusion are reflected in all data collection, analysis and reporting / development of laws, policies, new systems and programs.

General

  • Comply with Australian Government and DT Global policies on gender and social inclusion; child protection, disability, preventing sexual exploitation, abuse and harassment, workplace health and safety, environment, anti-bribery and anti-fraud.

 About You

Essential Experience and Knowledge

  • A bachelor’s degree in a relevant field. Post graduate studies are an advantage.

  • A minimum of 10 years’ relevant work experience including establishing and implementing Monitoring and Evaluation Frameworks for governments in developing countries. Prior experience working with Ministries of Finance (or similar) is highly desirable.

Desirable

  •       Knowledge of SDG frameworks and their reporting.

  •       Previous experience working in Timor-Leste.
