Summary

Program Background

The Human Development Monitoring and Evaluation Services (HDMES) program is funded by the Australian Government Department of Foreign Affairs and Trade (DFAT) in Papua New Guinea (PNG) and implemented by Adam Smith International in collaboration with Clear Horizon. HDMES has been in operation from 2019, with current contract until 30 June 2025 and a subsequent 2 year option period. Through the PNG Aus Partnership, HDMES provides high quality monitoring, evaluation, and learning (MEL) services to DFAT at both the portfolio and investment level, in the health and education sectors.
HDMES provides advice and independent assessment of the performance of investments and undertakes appraisals of progress reports, monitoring, and evaluation plans (MEPs) and frameworks (MEFs), strategy documents, conducts independent reviews and evaluations of investments, and assists with ensuring the quality of DFAT PNG strategic documents. HDMES also undertakes analytical work and produces communication products. 
 

Overall Responsibility

The Monitoring and Evaluation Specialist will support the Team Leader to ensure excellence in HDMES services to DFAT PNG, including in processes, procedures, and products and will work collaboratively and professionally with the Team Leader and other technical and operations personnel and consultants.

 

Description
Specific Duties and Responsibilities 

Program Strategic Planning and Implementation

  • Provide advice on and insights into how to enhance HDMES services and responsiveness
  • Contribute substantively to HDMES contractual deliverables.
  • Lead on the development of the HDMES Technical Manual and help ensure the successful uptake and institutionalisation of technical standard operating processes, procedures and tools and contribute substantively to other key internal documents.
  • Identify and help establish ways for HDMES to ‘work smarter’, including greater uptake and use of software applications.
  • Be familiar with and keep up-to-date on HDMES financial management and respective sector service orders.
  • Support new business development and preparation activities including direct contribution into technical and cost proposals. 
  • Assist with recruitment and screening of appropriate and competent consultants and technical firms. 
  • Help ensure compliance with HDMES and DFAT and GoPNG policies and requirements.
  • Fulfill an acting role in the Team Leader’s absence.

Assignment Planning and Management 

  • Draft Terms of Reference for consultants, subcontractors, and service providers. 
  • Serve as a primary point of contact for consultants for specific assignments.
  • Lead the internal approval process for contracts for services and procurement for the assigned project. 
  • Establish and oversee plans, budgets and consultant person days for respective assignments.
  • Track and ensure timely submission of all deliverables, including reviewing, editing and finalising all deliverables for submission to DFAT. 
  • Ensure proactive, timely and excellent operational and logistical support for assignments.
  • Ensure timely and proactive attention to tasks.
  • Identify and introduce efficiencies in planning and management of assignments.
  • Proactively identify and communicate issues to the Team Leader and assist in risk mitigation.

High Quality Client Products

  • Help ensure the quality of consultants’ outputs. 
  • Contribute high quality and accurate written content for documents such as review/evaluation reports, concepts notes, short analytical papers, PowerPoint presentations, briefings, workshops, workshop reports, HDMES contractual deliverables, etc.
  • Produce and contribute to data visualisations using pivot tables, etc.
  • Provide thoughtful and knowledgeable critiques of/feedback on own and others’ written products and presentations.
  • Gap-fill in the event of non- or under-performance by consultants.
  • Deliver and/or support any other technical tasks as assigned. 

Relationships

  • Establish and maintain collaborative and constructive relationships with HDMES colleagues, HDMES consultants/technical firms, DFAT PNG, Government of PNG agencies, and organisations implementing DFAT PNG projects.
  • Communicate proactively up, down, and laterally with colleagues to build an open, transparent, creative, effective, and efficient work environment, including within the HDMES Port Moresby Office.

Other Reasonable Tasks

  • Undertake other reasonable tasks as and when required. 
Qualifications and Experience 

The ideal candidate will have: 

  • A minimum of a Master’s degree from a reputable university, preferably with concentrations in monitoring and evaluation, project implementation or business administration or development studies.
  • Knowledge of and demonstrated experience in health, education, and other sectors.
  • Knowledge of and demonstrated experience in planning for and managing monitoring, evaluation and research projects or assignments including producing and/or quality assuring methodology plans, data collection, management, analysis, visualisation, and reporting.
  • Excellent skills in written English, especially in producing and critiquing technical documents such as program reports, review and evaluation reports, concept notes, briefing papers, workshop designs, etc and assignment planning documents such as terms of reference. 
  • Demonstrated experience in project management, including preparing for, managing, and overseeing fast-moving assignments with many moving parts and many stakeholders/interested parties.
  • Demonstrated skills in software applications that enable a team to ‘work smarter’ and more efficiently and the ability to find, learn and introduce new applications.
  • Demonstrated ability to be creative, flexible, and well-organised with excellent and timely follow-through on tasks.
  • Demonstrated ability to work in a small team and to support the program (or organisation) head to achieve expected results and to assist junior colleagues to develop and to work effectively and efficiently.
  • Demonstrated experience working with individuals and work colleagues from diverse local and international backgrounds and demonstrated ability to work effectively and appropriately with donor (client) personnel.
  • Demonstrated capacity to live and work in high security or fragile environments.
  • Demonstrated ability to be adaptable and to work successfully in a fluid operating context and to step in as and when needed to fill gaps.
