To be located in Dili, Timor-Leste with the possibility of travel to municipalities. This is an STA position for up to 120 days until 31st December 2025 with the possibility of extension.

Description

Program Background

DT Global supports the implementation of PARTISIPA on behalf of the Australian Government. The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is an Australian Government funded program which supports the Government of Timor-Leste (GoTL) through the following components:

Decentralisation: Work in support of GoTL agencies and programs in contributing to Timor-Leste’s progress towards decentralisation and governance reforms, in order to facilitate and promote the improved delivery of services.

Municipal level support: Technical support to municipalities to improve service delivery and stimulate local development (consistent with government policy and current legislation). Since the start of these activities in 2019, PARTISIPA has established small integrated teams to provide direct support and advice to municipal authorities regarding village development, local governance and rural infrastructure.

Rural water: Technical support to the Ministry of State Administration (MoSA) and Ministry of Public Works for improved policy and guidelines for operations and maintenance; interventions will also be targeted at municipal level to support the operations and maintenance of rural water systems.

Sub-national roads: Technical support to MoPW and municipal public works (PW) departments to execute the GoTL’s sub-national roads program (possibly also to other Ministries, such as MoSA). Sector reform, policy, and strategy advice and support to improve Timor-Leste’s enabling environment for good sub-national road network management. Capacity strengthening support so MoPW, MoSA, and municipal PW departments perform their road management functional responsibilities more effectively and efficiently. Advice and support to help GoTL reduce the funding gap for sub-national roads upgrading, renewal, repair, and maintenance.

Sectoral coordination: at national and municipal levels to support GoTL policies for local governance and rural development.

The Role

PARTISIPA currently has a vacancy for an experienced MIS Adviser to actively support the Sub-national roads component and provide technical assistance and guidance on supporting the government's Management Information System (MIS) for subnational Roads Network Management (RNM) functions at the municipal and national level.
 

Objectives of Role

  • Provide technical and professional advice to PARTISIPA and the Government of Timor-Leste on MIS systems and system development for government sub-national roads management in Timor-Leste. 
  • To lead the development of a fit-for-purpose web-based sub-national roads contract management system for supporting the management of sub-national roads at municipal and national level

Roles and Responsibilities 

  • Assess the current MIS landscape, including existing systems and processes related to subnational roads within the Ministry of Public Works (MoPW) and Municipal Public Works under the Ministry of State Administration (MoSA).
  • Provide recommendations for the PARTISIPA roads component and develop a plan based on the assessment findings.
  • Provide technical and capacity development assistance to PARTISIPA and relevant government staff, regarding MIS application and its functions as required.
  • Plan, develop and roll out a fit-for-purpose, web-based “sub-national roads contract management system" with a user-friendly interface and accessibility across different operating systems.
  • Develop and maintain effective and productive networks and working relationships with relevant government officials and other entities.
  • Ensure that cross-cutting issues of gender, social inclusion, disability inclusion, child protection, and social and environmental safeguarding are integrated into all relevant areas of support provided.
  • Provide support to policy, strategy, research, and implementation within relevant Sub-national roads and other components, working with government counterparts and the PARTISIPA team.
  • Prepare reports for MoPW, MoSA, and PARTISIPA as required.
  • Other tasks, as directed by Roads Component Lead (RCL)

About You

Selection Criteria

Essential Experience and Knowledge

  • Advanced qualifications in information systems or related discipline
  • 10+ years experience in leading the development and implementation of MIS systems
  • Experience in undertaking MIS assessments in contexts like Timor-Leste (remote locations with variable access to digital infrastructure and connectivity)  
  • Proven ability to develop fit-for-purpose IT systems working closely with key stakeholders, including government counterparts.
  • Ability to be flexible, responsive to requests, motivated, and ability to prioritise in a busy work environment
  • Highly developed oral and written communication skills in English, including demonstrated ability to communicate complex concepts with various stakeholders in multi-cultural settings.
  • Demonstrated high-level experience in cross-cultural relationship management with various government, legal sector, bilateral, multilateral, and other stakeholders.

Desirable

  • Experience in developing systems for road network management
  • Verbal and written communication skills in Tetum, Portuguese or Bahasa Indonesia.
