Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role

This position works closely with the Kalimantan Utara Lead and other Kalimantan Utara team members to ensure that the program team receives effective administrative, operational, and financial support and that activities covering Kalimantan Utara Province run smoothly and in accordance with all relevant policies and procedures. Minimum Service Standard Planning & Budgeting Specialist will provide skills and expertise to help local governments integrate planning, implementation and fulfillment of basic services through a mix of basic service spending from various funding sources and ensuring quality spending occurs.

About You

Specific Responsibilities

Based on general guidelines from PFM, this position is under the coordination of Provincial Engagement Specialist Kalimantan Utara and is responsible to Lead Kalimantan Utara for the following matters: 

  1. Assisting local governments in conducting studies/analyses of funding sources for the implementation and fulfillment of minimum service standards 
  2. Assisting local governments in conducting studies/analyses of regional spending for the implementation and fulfillment of minimum service standards 
  3. Assisting local governments in identifying gaps between budget availability from various sources and budget requirements for the implementation and fulfillment of minimum service standards 
  4. Preparing technical recommendations for the preparation of programs, activities, and sub-activities for the implementation and fulfillment of inclusive minimum service standards 
  5. Providing technical support to local governments in integrating the implementation and fulfillment of minimum service standards in regional planning documents. 
  6. Providing technical support to local governments in compiling spending components and unit costs for calculating the needs of implementing minimum service standard, according to regional unit price standards. 
  7. Providing technical support to local governments in compiling calculations of financing needs for the implementation and fulfillment of basic services, the needs of the disabled, the elderly and other vulnerable groups. 
  8. Preparing technical recommendations on the action plan for implementing SPM 

 

Other Duties:

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.
  • Undertake other duties as required by the Program.


Deliverables

  1. Results of study/analysis of funding sources for implementation and fulfillment of minimum service standards 
  2. Results of the study/analysis of regional expenditure on the implementation and fulfillment of minimum service standards 
  3. Results of the study of the imbalance between budget availability from various sources and budget requirements for implementing and fulfilling minimum service standard 
  4. Technical recommendations for formulating programs, activities and sub-activities for implementing and fulfilling minimum service standards
  5. Technical recommendations for integration work papers on the implementation and fulfillment of minimum service standards in regional planning documents. 
  6. Technical recommendations for spending components and unit cost calculations for SPM implementation requirements, in accordance with regional unit price standards. 
  7. Technical recommendations for calculating financing needs for the implementation and fulfillment of basic services, the needs of the disabled, the elderly and other vulnerable groups.  
  8. Technical recommendations on the action plan for implementing SPM 

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

     

Relationship Management

This role will be working closely with SKALA Implementation team and with government counterparts, especially with Province Kalimantan Utara government. This position will report to Kalimantan Utara Lead.
 

Selection Criteria

Essential

  1. Doctoral/Master's degree in public policy, social and political sciences, public administration or related field with 15 years of experience and a minimum of 10 years of experience assisting local governments in planning and budgeting including the use of data. 
  2. Experienced in providing program implementation support that focuses on the use of data digitization (information systems) and analysis for evidence-based planning and budgeting. 
  3. Strong knowledge of current national and regional policies related to special autonomy issues and fiscal transfer 
  4. Strong knowledge and experience of poverty alleviation governance policies and regulations and their practices 
  5. Strong knowledge and experience of minimum service standards governance policies and regulations and practices 
  6. Strong knowledge and experience of national and regional budget management policies and regulations 
  7. Strong knowledge and experience of social security governance policies and regulations, especially social security practices for implementing minimum service standards 
  8. Extensive work experience in formulating government regulations, especially in Kalimantan Utara. 
  9. Demonstrate the ability to carry out capacity development and share knowledge for the Government of Indonesia and Regional Governments as well as SKALA program staff. 
  10. Strong interpersonal skills, ability to maintain working relationships with key stakeholders in government. 
  11. Understanding of gender equality and social inclusion issues. 


Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
