We are seeking Media and Communication (M&C) Coordinator for the Pacific Labour Mobilty Support Program (PLMSP) that will provide the labour sending unit, PLMSP and Department of Foreign Affairs and Trade for the Pacific Australia Labour Mobility (PALM) Scheme implementation in Timor Leste.
The M&C Coordinator will work in partnership and be based in the Labour Sending Unit (LSU) within the National Directorate for Overseas Employment (DNEE) at SEFOPE to develop and deliver a communication strategy to maximise the exposure to PALM Scheme and build brand awareness and reputation across Timor-Leste and Australia. The Media and Communication Consultant will provide communications and administrative support to the Timor-Leste PLMSP team and assist in developing communication and marketing materials.  

This is a fixed term contract till September 2025 with likelihood of extension and is based in Dili, Timor-Leste.

About Pacific Labour Mobility Support Program     

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

Timor Leste Scale Up

Prime Minister Anthony Albanese and Timor-Leste Prime Minister Xanana Gusmão released a joint statement on 21 December 2024 announcing bilateral funding of nearly A$50m (A$48.6m) for the Timor-Leste-Australia Labour Mobility and Skills Partnership, to equip Timorese workers with job-ready skills and provide them with more employment opportunities. The Partnership will help contribute to long term economic growth for Timor Leste and will assist the country to achieve its target of 10,000 workers in the PALM scheme by 2027-28.

The M&C Coordinator will:

  • Development of a media strategy for Labour Mobility in Timor-Leste, focusing on PALM Scheme
  • ​Work with the PLMSP communication team in Brisbane to produce AE demands for Timorese workers
  • Support Engagement Manager and Program/Program Manager (s) for marketing and socialisation of the PALM scheme to stakeholder such as training centres, private sector and municipal leaders
  • Develop a Timor-Leste campaign targeting employers to increase demand to recruit from Timor Leste
  • Support the LSU with their marketing, communications and awareness programs to inform the public, communities, workers and key LM stakeholders about Circular Labour Mobility in Timor-Leste and the PALM Scheme.
  • In collaboration with the operations and finance coordinator manage procurement processes such as printing quotes, purchasing assets. 
  • Identify good news stories and coordinate content gathering opportunities both in Australia and Timor Leste for the public diplomacy at the Australia embassy in Timor Leste
  • Work with the public diplomacy team to understand their requirements; style and or content writing, stories and cases studies needed.
  • Develop content into communications products such as case studies and articles, information resources, social posts, videos, reports, and marketing materials.   
  • Assist in monitoring media coverage on Pacific labour mobility: report on key themes and topics being discussed and the sentiment of online conversations and produce regular weekly reports to inform DNE Management
  • Support the In-country PLMSP team to execute country-specific marketing activities, where needed, including field visits, workshops and media events. 
  • Translation of knowledge and communication products into English and Tetun
  • Develop and deliver communications that are aligned to the Gender Equity Disability and Social Inclusion (GEDSI) strategy, acting as conduit between GEDSI and communications team activities.  
  • Engage and collaborate with the broader Pacific Labour Mobility Support Program team and identify opportunities to increase the impact of their activities through communication / marketing support. 
  • Work with the EM and senior LSU staff to provide mentoring and capacity building initiatives to the LSU staff, coordinate activities and develop appropriate tools to support the LSU team.
  • Management of social media platforms such as DNEE Website and Facebook.  
  • Curate and create social media content, coordinating with relevant stakeholders for approval and consent.  
  • Provide posts and caption for DFAT post on regular basis and to be sent/shared at the same time or 25hours after events.
  • Coordinate social media adverts and targeting to relevant stakeholders. 
  • Community management, responding to comments and questions where appropriate.
  • Monitor and report on results – using data to provide an informed approach.

We are seeking an individual who has: 

  • A degree in media, communications, journalism, marketing, international development or an equivalent combination of relevant experience and/or education. 
  • Minimum 3 years’ relevant work experience in a communications, media, or marketing role
  • Has a sound knowledge of the labour mobility and the PALM scheme. 
  • Excellent writing and editing skills.  
  • Experience in developing content for digital media sources. 
  • Ability to multitask, be well organised and with a high attention to detail. 
  • Skilled in using Microsoft Office software. 
  • Personal initiative, creativity, and drive. 
  • Fluency in written and spoken English and Tetun
  • Willingness to travel domestically and to Pacific countries, if required.
