The Program

The Samoa Tautua – Human Development for All Program assists in the delivery of Australia’s commitments to the development of Samoa through building and supporting the human development foundations required for Samoa’s health security, economic recovery, and continued stability thereafter. Tautua prioritises five interconnected pillars of human development: Education, Health, Gender Equality, Disability and Social Protection. Guided by the Government of Samoa, Tautua provides opportunity to create transformative change in human development by addressing complex development needs though multi-sectoral, innovative approaches that identify and focus on the underlying issues. Simultaneously, Tautua intends to be able to respond to emergency, short-term needs, build capacity and through research, monitoring and evaluation apply lessons learned and evidence-based decision making to continuously improve delivery.  The goal for Tautua is 'improved health, education, gender equality and social outcomes, and social harmony for all Samoans'.

The Samoa Qualifications Authority (SQA) was established under the Samoa Qualifications Authority Act 2006 and strengthened through the Samoa Qualifications Authority Act 2010 to serve as Samoa’s national quality assurance body for the Post-School Education and Training (PSET) sector. SQA is responsible for ensuring the quality, relevance and integrity of post-school education and training through its roles in accreditation, registration, quality assurance, qualifications recognition, monitoring and policy advice. To support its continued effectiveness, SQA is undertaking a comprehensive organisational review that will identify opportunities to strengthen organisational performance, workforce sustainability, governance and institutional capability, while developing key strategic workforce and human resource management frameworks, including a Workforce Plan, Implementation Roadmap, Remuneration Framework and updated HR policies. These initiatives will help ensure that SQA remains responsive, efficient and well-positioned to fulfil its statutory mandate and deliver high-quality regulatory and quality assurance services into the future.

Description

The Role

The Technical Adviser will undertake a comprehensive organisational development and workforce planning assignment to strengthen SQA’s organisational capability, workforce planning, remuneration structures, human resource management systems and long-term institutional effectiveness through a collaborative and evidence-based approach that actively engages management and staff, co-designs practical solutions, builds internal capacity and transfers knowledge, tools and methodologies to support sustainable organisational improvement.

Key Responsibilities

  1. Review and evaluate Samoa Qualification Authority’s organisational structure, governance arrangements, functional responsibilities, and reporting relationships to improve organisational effectiveness, accountability, and alignment with statutory and strategic objectives.

  2. Assess workforce capability, capacity, composition, performance, succession risks, and future workforce requirements to identify critical gaps and organisational needs.

  3. Develop a comprehensive workforce plan that addresses staffing requirements, workforce sustainability, capability development, succession planning, diversity and inclusion, and implementation priorities.

  4. Review and redesign remuneration and position classification frameworks to ensure equity, competitiveness, affordability, and alignment with organisational roles, responsibilities, and capability requirements.

  5. Evaluate and strengthen human resource policies, procedures, systems, and workforce management practices to support compliance, performance, wellbeing, and organisational effectiveness.

  6. Develop change management, workforce transition, communication, and stakeholder engagement strategies to support the successful implementation of organisational and workforce reforms.

  7. Provide implementation support through the identification of risks, governance arrangements, monitoring mechanisms, and practical recommendations to ensure sustainable organisational improvement.

About you

The ideal candidate will bring demonstrated expertise in organisational development, workforce planning, organisational design, remuneration and position classification reviews and human resource management within the public sector or comparable regulatory environments. A strong understanding of governance, change management, workforce capability development and contemporary HR best practices, together with experience in developing practical implementation frameworks and supporting organisational reform, will be highly valued. 

Additional key requirements include:

  • Exceptional organisational and planning skills, with the ability to manage multiple priorities under pressure while maintaining attention to detail.

  • Strategic and critical thinking capabilities, supported by a history of analytical work in program or project management environments.

  • Proven experience leading diverse teams, with a focus on fostering positive team culture and delivering results through collaboration and trust.

  • Strong skills in project planning, reporting and monitoring and evaluation.
