The Law & Justice Supply and Service Delivery Adviser (Bougainville) will play a pivotal role in supporting the Autonomous Bougainville Government (ABG) to enhance accessibility, quality, and compliance of law and justice services.
Location: Buka, Autonomous Region of Bougainville (AROB), Papua New Guinea (PNG) – with travel throughout ARoB, and periodic travel to other locations in PNG
Duration: 2 years initial contract (6-month probation period) with possibility of extension
Reports to: Strategic Lead - Law & Justice (Bougainville)
About the Program
APLJ is the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea 2024-27.
APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.
The program aligns with Government of Papua New Guinea (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’.
About the Role
As the Law & Justice Supply and Service Delivery Adviser (Bougainville), you will:
- Lead Service Delivery: Oversee the implementation of law and justice initiatives in Bougainville, ensuring alignment with program objectives and outcomes.
- Enhance Stakeholder Engagement: Collaborate with ABG, GoPNG, civil society, and private-sector partners to strengthen law and justice services.
- Promote Inclusion: Champion Gender Equality, Disability Equity, and Social Inclusion (GEDSI) across program activities.
- Drive Impact: Manage resources effectively to achieve program goals, including monitoring, evaluation, research, learning, and adaptation (MERLA) practices.
Key Responsibilities
- Strategic Leadership: Provide strategic direction to enhance law and justice service delivery in Bougainville.
- Program Management: Manage activities, budgets, and personnel to achieve agreed outcomes and deliver value for money.
- Stakeholder Relations: Act as a focal point for law and justice activities, fostering effective relationships with key stakeholders.
- Capacity Building: Support capacity development initiatives to strengthen institutional capabilities and community resilience.
What We’re Looking For
- Qualifications: Tertiary qualifications in law, international development, social sciences, or related fields.
- Experience: Minimum 5 years’ experience in delivering law and justice services, preferably in PNG or similar contexts.
- Skills: Strong technical expertise in community engagement, gender equality, disability inclusion, and/or addressing gender-based violence.
- Leadership: Proven ability to lead teams, manage complex projects, and navigate post-conflict environments sensitively.
- Communication: Excellent interpersonal and communication skills, with the ability to engage effectively with diverse stakeholders
