Summary
The PNG–Australia Strongim Wok Long Technical and Vocational Education and Training (SWLT) program is a four-year, AUD 80 million investment by the Australian Government Department of Foreign Affairs and Trade (DFAT) to support Papua New Guinea’s (PNG) efforts to strengthen its technical vocational education and training (TVET) sector. Aligned with PNG’s national priority to build an educated and skilled workforce for resilient economic growth, SWLT aims to enhance the quality, relevance, and inclusiveness of skills development. The program supports improvements in national quality assurance systems, technical college standards, graduate employability, and Australia’s visible and trusted development partnership with PNG.
The program aligns with the broader goals of the Australia–PNG Development Partnership Plan 2024–2029, which emphasizes locally led development, education investment, and inclusive growth, as well as PNG’s Higher and Technical Education Reform Act 2020.
The Manus Training Centre (MTC) is the sole provider of technical and vocational education in Manus Province. SWLT is supporting the Manus Training Centre (MTC) through a program of infrastructure upgrades aimed at improving safety, functionality, and long-term sustainability. This includes priority works such as perimeter security, lighting, and the refurbishment or development of core facilities to ensure the centre can deliver quality, inclusive TVET services.
Description
This ITT aims to obtain competitive supplier quotations for the installation of perimeter fencing along with solar security light poles for the Manus Training Centre, enabling SWLT to select a contractor and progress timely, secure site establishment in line with approved designs and budget.
The following materials have already been procured and will be delivered to MTC ahead of the installation schedule:

- Palisade Purling Double Post @3000mm Centres - Top & Bottom
- Palisade Purlin Double Post @3000mm Centres - Top & Bottom
- Top & Bottom Standard Chanel Rails 80 x 50 x2.5mm
Stainless Steel Fixtures - Gates
- 2 × High Single Palisade Swing Gates, 1.10m wide × 2350mm high
- 2 × High Double Palisade Swing Gates, 3.35m wide each (6.7m opening)
- All associated accessories required for installation
Security Lighting
- 50 × Solar-powered security lights
- Lighting poles and associated mounting hardware
- All accessories required for installation and commissioning
The contractor will be responsible for the installation of the above materials at MTC. The works will include:
- Reviewing the approved design, site scoping information and installation requirements prior to commencing works.
- Providing all labour, tools, plant, equipment and supervision required to complete the work.
- Setting out the fence line and preparing post and lighting pole locations in accordance with the approved design and site conditions.
- Excavating and constructing post footings and foundations for fencing and lighting poles as required.
- Installing palisade fence posts, rails, pales, gates and associated components in accordance with manufacturer specifications and applicable standards.
- Installing 50 solar-powered security lights, including poles, mounting brackets, solar panels, batteries and associated fittings.
- Positioning and aligning security lighting to provide effective perimeter illumination and security coverage.
- Testing and commissioning all gates, fencing components and solar lighting systems to ensure correct operation.
- Ensuring all fencing and lighting installations are secure, level, properly aligned and structurally sound.
- Reinstating disturbed ground surfaces and repairing any areas affected by the installation works.
- Removing all installation-related waste and debris from site.
- Conducting a final inspection and rectifying any defects identified prior to handover.
- Providing operation, maintenance and warranty documentation for installation works where applicable.
