SUMMARY OF THE PROJECT
The Cambodia-Australia Partnership for Resilient Economic Development (CAPRED) is Australia's flagship bilateral economic development program in Cambodia. It will focus on economic recovery and resilience over the next four years, with a possible three-year extension.
 
The Facility supports Cambodia to implement important economic reforms to support the country's economic transition. These efforts aim to encourage more productive and inclusive public and private investment, promoting a resilient, inclusive, and sustainable economy.

CAPRED interventions fall under three technical domains including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and three Cross-Cutting components comprising: Gender Equality, Disability and Social Inclusion (GEDSI), Climate Resilient initiatives, and policy support. GEDSI is at the heart of all that CAPRED does. 

Description

SUMMARY OF POSITION
The Investment Manager will lead strategic engagement with the government and private sector partners to advance policies and innovative business models that improve and expand access to piped water supply and other essential infrastructure services.
 
This role requires policy analysis, investment strategy, and partnership management. The ideal candidate can work independently in complex situations while thriving within a collaborative team environment.
 
ROLES AND RESPONSIBILITES

  • Conduct research and analysis to identify sector trends, bottlenecks, and reform opportunities.
  • Apply economic and political economy frameworks to assess incentives and investment viability.
  • Develop concept notes, policy briefs, and advocacy materials to inform decision-making.
  • Facilitate policy dialogues and coordination platforms among government, private sector, and development partners.
  • Support the design and implementation of sector financing mechanisms that promote quality and climate-resilient investment.
  • Negotiate and manage strategic partnerships for effective project delivery.
  • Adaptively manage complex projects, navigating uncertainty while collaborating within multidisciplinary teams.

COMPLIANCE

  • Ensure stakeholders operate within Cowater and DFAT-related codes of conduct and policies, including all inclusion-related policies such as Child Protection and PSEAH, antifraud and corruption, value for money, and other policies.
  • Represent the domain or CAPRED in meetings or events with relevant stakeholders.
  • Collaborate with the Monitoring, Evaluation, Research, and Learning (MERL) team to assess the impact of the interventions and scale up successful initiatives.
  • Work with the communications team to develop communications content.
  • Ensure GEDSI principles are incorporated into intervention design and implementation.
  • Collaborate with other technical teams to build synergies and enhance intervention effectiveness.
  • Work in a way that promotes social inclusion and gender equality, is sensitive to cultural and gender issues in Cambodia, and is disability inclusive.
  • Commitment to championing gender, equality, disability and social inclusion across the Facility
  • Other relevant tasks and activities as requested by management.

 
SELECTION CRITERIA
We are looking for a well-rounded individual with a range of experience in government or the private sector (or a combination of both). The following is a list of desirable attributes, but CAPRED welcomes applications from people with a diverse range of experience. Even if you do not fully match the criteria below, we would welcome applications from enthusiastic, fast learners and intellectual curious candidates. 

  • Bachelor's degree in economics, public policy, public administration, business, or a related discipline; a Master's degree in these fields is highly desirable.
  • Experience in engaging with government counterparts to support policy reform, institutional strengthening, or regulatory improvements, preferably within the infrastructure, or public financial management sectors.
  • Experience engaging with private sector partners on business planning, investment structuring, or operational improvement (experience with private water supply businesses or other infrastructure services is highly desirable).
  • Experience in applying economic, financial, or political economy analysis to identify constraints, incentives, and opportunities for sustainable and inclusive infrastructure development.
  • Strong analytical and writing skills, with proven ability to translate complex data and evidence into clear, compelling insights for policy and investment audiences.
  • Experience in facilitating multi-stakeholder dialogue and maintaining productive relationships across government, private sector, and development partners.
  • Excellent English communication skills, both written and verbal, with the ability to produce professional-quality reports, presentations, and briefs.
  • Curious, adaptive, and creative thinker, able to work effectively in complex and uncertain environments while maintaining a structured and solution-focused approach.

This is a full-time position with attractive daily rate remuneration package being commensurate with qualifications and experience.
