About the Program
The Solomon Islands-Australia Partnership for Governance (Governance Partnership) commenced in January 2022 and is an AUD $35.8 million dollar investment where Australia partners with the Solomon Islands Government (SIG) to support its critical priorities over four years. The goal is to build economic resilience and promote policies and practices for sustainable economic recovery and growth. Australia’s objective for this program is to strengthen accountable and inclusive governance in partnership with SIG other stakeholders. The program will contribute to the goal through four end-of-program outcomes.
EOPO1: SIG has strengthened public financial management and oversight.
EOPO2: SIG has improved domestic revenue generation and improved capability in targeted areas.
EOPO3: SIG has strengthened inclusive democratic processes and expanded opportunities for stakeholder engagement in public policy dialogue.
EOPO4: The program generates strengthened relationships between SIG and the Government of Australia.
About the Opportunity
The role will support the Permanent Secretary, Director Internal Audit, and other senior officials in the Ministry of Finance and Treasury, Fraud Team (RSIPF), Office of the Auditor General, and other line ministries to support internal audit processes as led by Solomon Islands Government institutions.
The role requires extensive knowledge and experience across all areas of audit functions, including administrative and criminal investigations within a public sector entity. The incumbent will hold relevant tertiary qualifications and/or specialist investigations training either forensic Accounting or criminal investigation qualifications.
Summary of Key Responsibilities
- Provide high level technical advice to the Permanent Secretary MoFT and the Director Internal Audit related to audit processes, including but not limited to fraud and misuse of resources, and the management of the relevant audit processes.
- Support compliance with key legislation such as the Public Financial Management Act 2013, Public Financial Management (Internal Audit) Regulations 2016, Financial Instructions, General Orders and SIG Code of Conduct.
- Provide capacity building support through mentoring and training within the Internal Audit Office
- Support the Assist Director and investigation team to develop an investigation manual and training kit.
- Promote gender equality and social inclusion in work plan activities.
- Any other duties which may emerge and are agreed by DFAT, SIG and the Team Leader, Governance Partnership.
About You
We are seeking an individual for this strategic position who brings:
- 10 to 15 years’ relevant experience in a professional discipline related to audits and investigations in a development setting, or equivalent combination of relevant education and experience.
- Excellent theoretical base in subject area, with ability to translate theory into practice.
- Relevant tertiary qualifications and membership of a recognised professional body appropriate to auditors.
- Performance at a senior management/leadership level with experience assessing organisational needs and creating practical solutions.
- Extensive experience in all aspects of managing internal audit functions, including but not limited to administrative and criminal investigation processes as it relates to fraud, corruption and misuse of public resources.
- Outstanding cross-cultural communication and interpersonal skills including the ability to maintain confidentiality and protect sensitive information.
- Proven ability to work collaboratively and effectively as part of a team.
- Demonstrated understanding of, or direct experience in, applying gender equality and anti-corruption strategies.
- Experience working on international development programs in the Solomon Islands or in the Melanesian/Pacific Islands context, demonstrating cross cultural skills.
