SUMMARY OF THE PROJECT
The CAPRED Facility is Australia's flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next four years, with a possible three-year extension.
The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country's economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes resilient, inclusive, and sustainable growth (RISE).
CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives, and policy support. GEDSI is at the heart of all that CAPRED does.
SUMMARY OF THE POSITION
CAPRED is looking for an institutional development consultant to provide technical assistance to Cambodia Water Supply Association (CWA) in a close consultation with CAPRED, Australian Water Association (AWA), and Cambodia Water Supply Association (CWA) as follows:
• Conduct the institution assessment and develop the improvement plan of CWA regarding financial sustainability, member-centric services, industry representation, project management and communication;
• Synergise those improvement plans and update the (CWA)'s strategy and vision for piped water supply sector; and
• Develop the implementation plan and monitoring and evaluation framework.

KEY RESPONSIBILITIES
Stocktaking and developing methodology
• Review the last strategic review of CWA.
• Review the scoping study of CAPRED on CWA.
• Review the lesson learnt provided by AWA.
• Develop the methodology to carry out the assignment, including research questions, data collection methodology, and framework for qualitative and quantitative data analysis.
• Develop detailed workplan and all deliverables
Assessing and improving the financial sustainability aspect
• Review income sources.
• Develop and analyse the survey on willingness to pay of the members given additional benefits provided.
• Explore various income diversification.
• Explore the possibility of contribution or donation from the government of Cambodia.
• Develop financial mobilisation strategy.

Assessing and improving the member-centric services aspect
• Review the current services, including training delivery, provided to the CWA members.
• Develop and analyse the survey on perception of CWA members on the services received.
• Redesign the package of services provided with higher quality and new pricing structure.
• Explore possibilities of designing market system development approach for suppliers (pump, pipe, etc) and CWA members.
• Develop the code of conduct for clean water industry for CWA members to follow.
Assessing and improving the industry representation aspect
• Assess the ability to deliver evidence-based dialogue and engagement with local authority, sub-national governments, ministries, and relevant stakeholders.
• Conduct stakeholder mapping to identify opportunities to increase the CWA representation.
• Develop a strategy for an evidence-based approach and sector development agenda for CWA to represent the industry.
Assessing and improving the communication and project management

• Assess the communication outreach and practice of CWA.
• Assess the way that CWA manages development projects funded by other development partners and the perception of their members.
• Develop communication strategy for CWA for their members.
• Develop protocol of CWA to manage projects.

Synergising for strategy
• Synergise all deliverables above to update the strategy for CWA.
• Develop the implementation roadmap for short-term, medium-term, and long-term.
• Assess the existing human resource and develop capacity enhancement plan.
• Develop the M&E framework that provides comprehensive structure for monitoring the progress in the implementation and evaluating the effectiveness and efficiency of those implementation activities.

JOB REQUIREMENTS
• Extensive experience in institutional development and implementation preferably in the clean water sector or related fields.
• Extensive experience with private sector development approach.
• In-depth insights about the water supply sector in Cambodia or other countries and understanding about the challenges of water supply operators-preferably private water operators.
• In-depth knowledge of capacity building approaches, best practices, and international standards for public institutions, preferably water supply or water related associations.
• Strong analytical and research skills to conduct comprehensive assessments and identify areas for improvement.
• Excellent communication and facilitation skills to effectively engage with stakeholders and deliver training programs.
• Proven track record in monitoring and evaluation of programs, including the development of performance indicators and progress reports.
• Relevant academic qualifications in a field related to management, public administration, or international development.
• Demonstrate experience in applying GEDSI principles and climate change initiatives into relevant projects.
