Program Background

The Incentive Fund is a flagship program for the Australian Government that has delivered critical infrastructure to under-served communities across Papua New Guinea.

The Incentive Fund Phase 5 (IF5) commenced in July 2023 and runs for an initial four years. IF5 represents the next phase of Australia’s long-term investment in essential social and economic infrastructure in Papua New Guinea, through a mechanism that has established its development effectiveness over two decades of operations. As with previous phases, the IF5 will deliver a competitive and high-quality grant finance mechanism that provides an incentive for communities to engage more purposefully and effectively in development.

The Role

The Infrastructure Project Manager will be responsible for supporting coordination, management and oversight of grant activities funded and delivered through IF5.

  • Coordinate day to day grant activities including interfacing with several infrastructure contractors and suppliers
  • Construction supervision, performance management, WHS, contract and record administration, activity prioritisation, program monitoring and work schedules, financial management, change management and overall project reporting requirements
  • Manage overall grant activity deliverables from initiation through to completion
  • Coordinate scoping and feasibility studies for new infrastructure development opportunities, identify critical scope, design, and project requirements.
  • Identify and prioritise works, ascertain required technical inputs, identify project specific requirements including resourcing and dependencies, develop initial project planning and delivery strategies, conduct and support site assessments.
  • Ascertain technical and procurement requirements and deliverables for a variety of projects and identify specific requirements, program planning and delivery strategies
  • Ensure procurement activities are compliant with Head Contract requirements, including Australia’s Commonwealth Procurement Rules (CPRs).
  • Provide inputs as required for IF5s M&E  and GEDSI implementation  
  • Maintain high quality administrative and financial records for accurate information on the status of inputs and activities of all projects
  • Provide scheduled and exception reports on progress (i.e., inputs, outputs, risk management and outcomes)
  • Prepare monthly and project lifetime budget forecasts and communicate variances and changes to program management in a timely manner
  • Regular communications and updates on the progress of procurement and implementation, addressing risks and controls

About You

Selection Criteria

Qualifications

  • A relevant tertiary qualification, preferably from an engineering, architecture or construction related discipline is desirable.

Essential experience and knowledge

  • Recent experience in project management, design management, construction supervision, environmental and social impact assessment, project documentation or contract administration
  • Experience managing and overseeing infrastructure procurement, contracting and contract administration, preferably in PNG, including familiarity with Australian Standard contract forms.
  • Excellent communication and reporting skills
  • Strong organisational skills and the ability to manage workloads and meet deadlines
  • Knowledge and / or experience of applying gender equality, disability, social inclusion (GEDSI) and safeguards principles
  • An understanding of infrastructure design processes as well as knowledge of relevant design standards, guidelines, and legislation for Australian and Papua New Guinea is an advantage.
