The Pacific Humanitarian Warehousing Program (PHWP) Infrastructure Specialist Unit (ISU)
The Pacific Humanitarian Warehousing Program (PHWP) is a Pacific led, multi-donor investment to enhance humanitarian warehousing capability in 14 Pacific Island countries and Timor-Leste. Participating countries include Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Papua New Guinea, Republic of Marshall Islands, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu and Vanuatu.
Key responsibilities
- Develop and maintain positive and collaborative relationships with key local stakeholders.
- Contribute to maintaining strong relationships with DFAT, SPC the PHWP PMO and other stakeholders to support service delivery.
- Provide support to multiple infrastructure projects across design, procurement, tendering, construction, and handover phases, under the supervision of the Humanitarian Infrastructure Lead.
- Liaise with government ministries as required to access and integrate technical information (e.g. cadastral surveys, underground utility locations).
- Assist in the development of Activity Plans, including cost estimation and programs (e.g. basic Gantt charts), and participate in site visits and meetings to monitor execution.
- Prepare high-quality, timely reports for the program, as well as ad-hoc reporting, demonstrating clarity and insight into project performance.
- Review National Building Codes and Permit process requirements in each Partner Country and contribute to local construction market assessments.
- Prepare concept level site plans and assist in feasibility studies.
- Assist in contract management, site inspections, and monitoring progress of construction works.
- Actively participate in design and site meetings, ensuring accurate and prompt recording and distribution of meeting minutes, while tracking and following up on actions to ensure accountability.
Selection criteria
- Tertiary qualification related to Architecture, Construction, Civil or Structural Engineering, Project Management or other related fields.
- A minimum of 2 to 3 years of experience working in Architecture, Project Management, or Construction fields.
- Demonstrated ability to communicate with persons of various cultures and disciplines representing a range of client organisations, stakeholder agencies and government departments.
Demonstrated understanding and experience using MS Office is essential. Proficiency in AutoCAD and Sketchup is advantageous.
- Technical knowledge of design and building industry. Knowledge of contract administration is advantageous.
- Knowledge and understanding of project management principles including the management of time, cost and quality within infrastructure projects.
- Familiarity with Australia’s International Development Policy and concepts within PHWP thematic areas of Green Humanitarian Action, Localisation, Gender Equality, Disability and Social Inclusion will be considered favorably.
- Familiarity with relevant environmental and social safeguarding policies (knowledge of Australia’s environmental and social safeguarding policies preferred).
