Program Background
DT Global has been engaged by the Australian Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to 31 December 2027.
The Australia-PNG Law and Justice Partnership Program seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.
The program aligns with the Government of Papua New Guinea’s (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’. APLJ will focus on three End of Program Outcomes (EOPOs):
EOPO 1 – Community Safety and Access to Justice at the Local Level: Communities in target locations, especially women, children, persons with disabilities, vulnerable people and those accused of sorcery, have improved access to selected justice and support services.
EOPO 2 – Law and Justice Services Supply: Responsible law and justice sector agencies increasingly provide selected inclusive, responsive, and accountable essential law and justice services in target locations.
EOPO 3 – Leadership, Coordination and Accountability: Responsible law and justice mechanisms demonstrate improved sectoral leadership and coordination of national and subnational law and justice services and improved sector integrity systems.

The Role
APLJ is seeking an experienced Infrastructure Contracts Officer to join our Infrastructure and Equipment Fund (IEF) Team. The role will require a Contracts Officer with skills in contract administration and management, and who is able to manage the construction phase of infrastructure projects, undertake contractor oversight and all contract administration activities as works on site progress, through to the end of defect liability periods.
The Infrastructure Contract Officer will ensure that APLJ infrastructure projects are delivered to the required quality and safety requirements. They will work closely with the Infrastructure Lead and Infrastructure Project Managers.

About You
The preferred candidate will have the following experience and knowledge:
· Degree in project/construction management, quantity surveying, civil engineering or other relevant qualification.
· Significant experience in undertaking contract administration of Australian Standard contracts or similar and managing quality of work to Australian Standards.
· Contracts Administration experience on medium to large construction projects, ideally in the Pacific Region.
· Understanding of the issues and challenges relating to the construction sector in developing countries.
· Strong written and verbal communication skills in the English language.
Desirable qualifications include:
· Experience working with donor clients and governments in Pacific Island countries.
· Experience working to achieve gender equality and social inclusion objectives in infrastructure projects
· Strong interpersonal skills.
· Understanding of, and commitment to, capacity development and skills transfer activities, including demonstrated experience providing colleagues with advice and mentoring.
· Experience working in Papua New Guinea or other Pacific Islands countries.
· Experience delivering health sector infrastructure projects.
· Experience in the use of Procore or Aconex project management software.
