The Infrastructure Advisor will be responsible for providing support and advice to DFAT for the delivery of the training hub and mobilisation centre, including:
· Supporting the establishment of project governance structures.
· Engaging with key stakeholders and statutory authorities as required.
· Preparing high-level project briefs, programs, and budget estimates.
· Providing strategic advice on site investigations and risk identification.
· Assisting with DFAT-related documentation, approvals, and stakeholder queries.
· Contributing to the development of risk matrices and monitoring plans.
· Preparing presentations and project communication materials.
· Supporting procurement processes, including tender preparation and evaluation.
· Offering ongoing strategic and technical advice throughout project delivery.
· Reviewing deliverables and provide feedback on project management outputs.
· Assisting with technical inputs for approvals and briefing documentation.
We are seeking an individual who has:
Essential
- Tertiary qualification in engineering or a related discipline.
- Demonstrated experience in delivery of infrastructure projects and/or infrastructure project management in a developing country context.
- Proven ability to provide tailored strategic and technical advice in contexts of complex organisational and policy settings, preferably within Timor-Leste or the Pacific.
- Excellent communication, interpersonal and analytical skills, including demonstrated advanced ability in report writing.
- Hold a full driver’s licence.
Preferred
- Understanding of DFAT infrastructure requirements, including in relation to social and environmental safeguards.
- Demonstrated experience in relationship management with senior government counterparts and officials and stakeholder engagement.
- Familiarity with relevant computer software, for example AutoCAD, BIM or Ms Project.
