The Opportunity

Description

Tetra Tech implements the infrastructure components of PHWP on behalf of DFAT as the Pacific Humanitarian Warehousing Program Infrastructure Specialist Unit (PHWP ISU). We work closely with SPC and country governments to co‑design and deliver warehouse solutions tailored to local needs. Delivery aligns with the program's cross‑cutting priorities: locally led development, GEDSI integration, and green humanitarian action.

Your role

  • Lead the delivery of PHWP ISU’s infrastructure portfolio across 15 partner countries.
  • Build and sustain trusted, strategic relationships with DFAT, SPC, national disaster management offices, ministries, and humanitarian partners.
  • Guide and mentor an infrastructure team of international and locally engaged staff.
  • Oversee the lifecycle of infrastructure activities, from country consultations and feasibility design to implementation and integration.
  • Ensure solutions are resilient, sustainable, culturally appropriate and reflective of local needs and constraints.
  • Drive approaches that maximise local procurement, local content and local capability.
  • Provide high‑quality technical advice to senior decision makers, including through presentations to PHWP governance committees.
  • Identify risks, safeguarding issues and opportunities to embed GEDSI, environmental resilience and low‑carbon approaches into all designs.
  • Manage project budgets and ensure effective forecasting and activity‑level financial oversight.

You will bring:

  • 10+ years’ senior experience delivering infrastructure projects, ideally in the Pacific.
  • Strong capability in humanitarian, remote or climate‑resilient infrastructure design and delivery, with expert project management skills.
  • Demonstrated leadership of multi‑disciplinary technical teams, with the ability to foster a team culture of inclusion, belonging and high performance
  • Excellent diplomatic and cross‑cultural communication skills with previous experience working in the Pacific.
  • Deep understanding of Pacific government systems and stakeholder engagement.
  • Proven ability to manage complex, multi‑country project portfolios.
  • Strong analytical, problem‑solving, communication and interpersonal skills.
  • Commitment to GEDSI, localisation and green humanitarian action.
  • Demonstrated experience in project budgeting and financial oversight.
  • Tertiary qualifications in Engineering, Architecture or another relevant infrastructure qualification.
  • Ability to travel within the region as required.
