The Pacific Humanitarian Warehousing Program (PHWP) Infrastructure Specialist Unit (ISU)
The Pacific Humanitarian Warehousing Program (PHWP) is a Pacific led, multi-donor investment to enhance humanitarian warehousing capability in 14 Pacific Island countries and Timor-Leste. Participating countries include Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Papua New Guinea, Republic of Marshall Islands, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu and Vanuatu.
Key responsibilities
- Overall responsibility for leadership and management of the infrastructure portfolio of the ISU.
- Lead and/or support the establishment, implementation and refinement of practical and repeatable approaches and processes for the development, design and delivery of quality, humanitarian warehouse infrastructure solutions in partner countries.
- Manage the ISU’s portfolio of infrastructure activities throughout all stages of the project life cycle from ideation, inception, implementation and integration.
- Overall responsibility for the development, design and management of activity-level project management teams
- Provide advice and expertise relating to delivery of humanitarian warehouse infrastructure solutions in partner countries, including consideration of cultural and contextual factors to develop place-based approaches and solutions that first do no harm, are resilient and sustainable.
- Identify, assess and evaluate potential PHWP infrastructure actions and activities that support the SPC’s Disaster Risk Management (DRM) diagnostic activities and Country Development Plans (CDPs) with infrastructure inputs, including through supporting stakeholder consultations and leading technical enquiries.
- In consultation with the Contract and Procurement Specialist, and with consideration of each Pacific context, develop and design infrastructure solutions that enable increased opportunities for localized content and locally sustainable solutions, in accordance with the PHWP’s Localisation thematic priority.
- In consultation with the GESDI adviser, identify and incorporate opportunities for impact in accordance with the PHWP’s GEDSI thematic priority.
- In consultation with technical and specialist inputs, identify and incorporate opportunities for increased climate resilience and reduced environmental impact in accordance with the PHWP’s Green Humanitarian Action thematic priority.
- In consultation with the Safeguarding Specialist, incorporate and integrate environmental and social safeguarding considerations into all phases of activity design.
Selection criteria
- Minimum of bachelor’s degree in relevant, infrastructure-related discipline (e.g. engineering or architecture), master’s degree preferred.
- Equivalent of at least 10 years of relevant education and experience in one or more professional disciplines.
- Demonstrated practical experience in developing and delivering fit-for-purpose infrastructure solutions in an international development context (experience working in at least three PHWP partner countries preferred).
- Demonstrated experience in infrastructure project management role (e.g. experience as a project architect), including leading stakeholder consultations, developing a project brief through consultative processes, and working iteratively through feasibility options.
- Demonstrated experience working with the private/public sector stakeholders to include Australian and Pacific government officials.
- Excellent thematic and regional expertise in subject areas of humanitarian response, remote infrastructure and infrastructure project management in varying Pacific contexts.
