Summary

FPSP Overview

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan. 

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.

The Platform has three functional Outcomes: 

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies.
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management.
Description

Position Summary: 

The HR Manager leads the HR team that supports Platform and programs to meet workforce requirements across all facets of Human Resources, Learning and Development, and Recruitment.  Working within the Shared Services Hub of the Platform, the HR Manager leads a dynamic team with a focus on achieving FPSP program objectives including: 

  • Gender and diversity. 
  • Organisational culture and change; 
  • Leadership and staff development; 
  • Succession planning and career pathways; 
  • Performance management; 
  • Recruitment and retention; and 
  • Effective communication and change management. 

Key Responsibilities: 

  • Lead an effective and high performing HR team by articulating a strong vision and aligning teamwork and behaviour with the strategic priorities of Abt Global and FPSP; enforce high standards in terms of work outcomes and behaviour; develop individuals through ongoing guidance, mentoring and coaching; and promote team behaviours of integrity, trust and respect in accordance with company values. 
  • Manage the HR functions and services for programs and provide strategic and operational expertise on people related matters. 
  • Establish and continuously review HR systems and structures to enhance the efficiency and service delivery to partnership stakeholders  
  • Ensure job roles are established against Abt Global Job Architecture  
  • Lead the ongoing utilisation of the performance management framework, and supporting system acting in a business partner capacity to senior management on staff relations 
  • provide support and advice to managers on performance management, counselling, coaching and disciplinary matters for P&C Managers and program staff and coordinate the ATLAS performance planning and review cycle as required.  
  • Socialise the Program’s performance management cycle, directed by One Global Abt aligned to Abt’s systems and processes 
  • Oversee the recruitment function, including contracting, mobilisation, onboarding/induction and demobilisation of staff with support from the Abt Home Office in Brisbane and ensure that key metrics are tracked and SLAs are developed and reported against 
  • Act as a champion for the ATLAS and contribute to the ongoing development, implementation, and uptake of the global system. 
  • Identify opportunities for policy and process improvement and standardisation and report on trends and themes in ATLAS to inform the executive of arising HR matters 
  • Establish and ensure participation of the learning and development program to support the development of high performing staff 
  • Complete annual training needs analysis for program staff and develop annual L&D calendar  
  • Deliver the Induction and Orientation programs for new starters through implementation of checklists and use of ATLAS for increased efficiencies. 
  • Oversee the implementation of HR Services in accordance with both Australia and Fiji labour laws, regulations including the maintenance and retention of HR records on the ATLAS HRIS in accordance with Abt Global’s policies and procedures. 
  • Support the development, implementation and maintenance of key corporate HR policies and procedures as required. 
  • Manage HR compliance requirements under the program head contract as required, including HR reporting requirements. 
  • Monitor and manage the Employee Assistance Program (EAP) and ensure its socialisation and take up across the Abt PNG Programs. 
  • Procure and manage an external service provider for recruitment services primarily for surge support of casual personnel to programs. 
  • Other duties as required by the Operations Lead. 

Key Deliverables: 

  • Operate with a HR business partner model that integrates HR into all aspects of Facility planning and operations. 
  • Ensure the entrenchment of a performance management culture within FPSP, underpinned by policies, training and established practices. 
  • Ensure continued and successful socialisation and adoption of the learning and development. 
  • Ensure the delivery of targeted recruitment strategies for hiring managers that attracts and retains high performing staff.

  • Platform Leader and Senior Leadership Team (Platform and Sector Programs  
  • Shared Services team 
  • Home Office P&C, finance, and legal and risk teams  

Selection Criteria: 

  • Tertiary degree, or associated qualifications combined  
  • Relevant practical experience in Human Resources of minimum 10 years, or equivalent combination of education and experience. 
  • Experience in senior HR management. 
  • Familiarity of HR systems, processes and procedures.  
  • Strong computer skills and good knowledge of relevant software applications. 
  • Sound knowledge of Fijian HR regulations and Laws. 
  • Experience in development programs 
  • Well-developed interpersonal and communications skills, including English written language. 
  • Experience managing staff performing administrative or other client support functions. 
  • Demonstrated ability to undertake ongoing professional development.
