Fiji Support Platform Program Overview

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan. 

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.

The Platform has three functional Outcomes: 

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies.
  3. Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management.

Position Summary:

The HR Coordinator, Employee Services reports to the HR Manager playing a key enabling role in supporting HR delivery of the FPSP. The HR team undertakes core functions: Recruitment and HR Services Management. The HR Coordinator will be a critical member of the HR Team performing a breadth of activities to support the core Service functions as part of a multi-skilled team.

Key Responsibilities:

HR Activities

  • Staff communication and support: field general queries from staff in a confidential and efficient manner, adhering to HR policies and procedures, liaising with the Brisbane Head Office as required.
  • Contract management: work closely with the HR Coordinator, Recruitment to ensure contracts for new starters are effected and employment agreements remain current, regularly informing managers on the status of employment contracts and processing variations where required.
  • Insurance: Logging new starters (additions), and leavers (deletions), provide quarterly Insurance reports to the Brisbane team and in country broker/insurer.
  • Onboarding: Support the onboarding and induction of new starters to FPSP including new starter emails, office walk-arounds and inductions, WHS briefings. 

Payroll:

  • Coordinate LES Payroll timesheet process and facilitate fortnightly payroll updates.
  • Coordinate LTA Payroll timesheet process and all leave and payroll queries
  • Coordinate all salary sacrifice processes and provide feedback to any queries/matters raised by employees.
  • Assist with the management of local medical Insurance and Fiji National Provident Fund (FNPF) membership registration and administration, maintaining current and accurate HR records. 

ATLAS (HRIS):

  • Act as an ATLAS System Champion providing mentoring and training to colleagues as needed.
  • Manage all New starters/Terminations registration on ATLAS and update ATLAS records where required.
  • Undertake ATLAS Performance goals training to all program staff, support their use of ATLAS for check in conversations and completion of the performance review evaluation (PREP).
  • Log any ATLAS issues with Abt Global ATLAS support team.

General

  • Provide leave coverage for HR team members. 
  • Support applications of visas for international staff and program visitors, including tracking and effective management.
  • In collaboration with Abt Global’s Learning & Development team, ensure the uptake and participation of training both mandatory and voluntary.
  • Other duties as directed by the HR Manager.

Key Deliverables:

  • Timely & responsive delivery of responding to staff queries.
  • Timely delivery of all HR activities always adhering to principles of ethical behaviour and integrity.
  • Retain high level of discretion and confidentiality as required.
  • Always maintain data privacy.

Selections Criteria:

  • Qualifications in HR or administration preferred. 
  • Minimum 5 years of experience in a similar role performing HR functions.
  • Previous experience with NGOs or working in development. 
  • Knowledge of local labour laws and practices.
  • Excellent understanding of the recruitment lifecycle and coordination of onboarding processes. 
  • Strong coordination, editing and writing skills, with excellent attention to detail
