Fiji Support Platform Program Overview

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan. 

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.

The Platform has three functional Outcomes: 

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies.
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management.
Description

Position Summary:

The HR team undertakes core functions: Recruitment and HR Employee Services Management. The HR Coordinator will be a critical member of the HR Team performing a breadth of activities to support the core Service functions as part of a multi-skilled team.

Key Responsibilities:

Contracting

  • Work closely with the HR Coordinator, Recruitment and HR Specialist, ES to ensure:
    • Contracts for new starters (long term and short term personnel) are effected
    • Regular communication to managers on the status of employment contracts.
    • Employment agreements and contracts remain current and variations are in place in a timely manner. 

Payroll:

  • Support the HR Specialist in coordinating LES Payroll timesheet process and facilitate fortnightly payroll updates.
  • Support the HR Specialist in coordinating LTA Payroll timesheet process and all leave and payroll queries
  • Coordinate all salary sacrifice processes and provide feedback to any queries/matters raised by employees.
  • Assist with the Fiji National Provident Fund (FNPF) membership registration and administration, maintaining current and accurate HR records. 

ATLAS (HRIS):

  • Act as an ATLAS System Champion providing mentoring and training to colleagues as needed.
  • Action New starters/Terminations registration on ATLAS and update ATLAS records where required.

Leave Management: 

  • Working with the Finance Team, support to maintain accurate records of staff leave balances and ensure monthly leave reports are available to line managers flagging any anomalies.
  • Process and track all types of leave requests in accordance with organizational policies.

Compliance and Background Checks

  • Lodge and track police checks for all LES staff members.
  • Ensure all HR documents are saved to file and assist with audit preparation.
  • Maintain a secure and up-to-date database of compliance documentation.

Onboarding Support

  • Inductions: Coordinate onboarding and induction of new starters to FPSP including, office walk-arounds and inductions, WHS briefings with support from the HR Manager as required
  • Prepare New Starter Announcements: draft and circulate introductory emails to all staff prior to commencement.
  • Documentation: Coordinate onboarding schedules and ensure all pre-employment requirements are met.
  • Visas: Assist in the preparation and submission of visa applications for international staff and program visitors and track visa statuses and ensure timely renewals and compliance with immigration regulations.
  • Insurance: log new starters (additions), and leavers (deletions), provide quarterly Insurance reports to the home office team and in country broker/insurer.

Employee Engagement

  • Field or address as appropriate general queries from staff in a confidential and efficient manner, adhering to HR policies and procedures, liaising with the Brisbane Head Office as required.
  • Coordinate all-staff communications.
  • Work in collaboration with operations team to plan and execute employee engagement activities.
  • Support HR initiatives that promote a positive and inclusive workplace culture.

Employee Letters and Documentation

  • Draft employment-related letters including confirmation of employment, salary letters, and other HR correspondence as required.
  • Ensure all documentation is accurate, timely, and aligned with organizational standards.

General

  • Provide leave coverage for HR team members, including surge support for Recruitment activities (e.g. reference checks, due diligence checks and interview support).
  • In collaboration with Abt Global’s Learning & Development team, ensure the uptake and participation of training both mandatory and voluntary.
  • Other duties as directed by the HR Specialist.

Key Deliverables:

  • Timely & responsive delivery of responding to staff queries.
  • Timely delivery of all HR activities always adhering to principles of ethical behaviour and integrity.
  • Retain high level of discretion and confidentiality as required.
  • Always maintain data privacy.

Selections Criteria:

  • Qualifications in HR or administration preferred.
  • Minimum 3 years of experience in a similar role performing HR functions.
  • Previous experience with NGOs or working in development.
  • Knowledge of local labour laws and practices.
  • Excellent understanding of the recruitment lifecycle and coordination of onboarding processes.
  • Strong coordination, editing and writing skills, with excellent attention to detail
