Program Background

The Vanuatu Australia Health Partnership (VAHP) represents a 15-year bilateral investment from the Australian Government to support Vanuatu’s Ministry of Health (MoH) to deliver the health components of the National Sustainable Development Plan 2016–2030. VAHP has 4 focus areas – Corporate Services, Public Health Priorities, Provincial Focus and Workforce Development.  This role will primarily support the Corporate Service area but will interact with the broader design components. On behalf of DFAT, VAHP provides technical assistance to support the MoH to implement their plans funded through the Direct Financing Arrangement (DFA), and work with other development partners to coordinate assistance and implementation through the MoH planning process.

The Role

The Health Planning Officer will work with the VAHP Senior Health Sector Planning Specialist to support the MoH to bolster national and provincial health planning as well as support DFAT/VAHP to improve coordination efforts with regional initiatives and other development partners. The Health Planning Officer will play a key role in supporting progress and achievement towards VAHP’s intermediate outcome 2 “MOH Capabilities in strategic planning, policy and finance are strengthened to support national health outcomes”.

The Health Planning Officer will support the strategic operations of the Policy and Planning Unit (PPU) by assisting in the formulation of a new Corporate Plan (beyond 2025) and annual planning cycles, ensuring the MoH’s business plans align with the Corporate Plan and Health Sector Strategy.

The Health Planning Officer will be based in Port Vila at the MoH PPU.

Roles and Responsibilities

The Health Planning Officer will work in collaboration with the VAHP Senior Health Sector Planning Specialist to assume the following responsibilities:

  • Assist in the development, implementation and monitoring of MoH annual Business Plans, in collaboration with other key stakeholders
  • Support development and implementation of an annual PPU work plan according to MoH Priorities.
  • Support MoH with the proposed mid-term review of the Health Sector Strategy (HSS) and development of a new MoH Corporate Plan (in 2025)
  • Assist in the facilitation and coordination of annual planning and budget workshops with MoH including analysis and evaluation of relevant policies and options to support planning and budgeting process.
  • Assist MoH in preparing donor and/or progress reports where necessary.
  • Assist in facilitating consultation and/or engagement activities with health sector stakeholders (including Government agencies, NGOs and relevant individuals and groups) to inform policies, plans and project development.
  • Support PPU in monitoring the performance and impact of PHC implementation plans
  • Support the delivery of training programs and mentoring to enhance the knowledge and skills of PPU staff and other relevant stakeholders in areas of service/system planning, delivery and management.
  • Work closely with other key VAHP personnel, including the Public Financial Management Specialist and DFA Teams to strengthen the alignment between planning and budgeting.
  • Work closely with VAHP provincial personnel to help strengthen decentralised planning systems in key decentralised facility pilots in Sanma and Shefa provinces.
  • Other ad hoc duties as directed by immediate supervisor and responsible MoH Director.

About You

The successful candidate will have experience in a similar role, demonstrated ability to handle multiple tasks and successfully meet deadlines, work collaboratively and effectively, have excellent verbal and written communication skills in English and the enthusiasm and ability to work as part of a team, whilst also being able to work independently.

Selection Criteria

  • A tertiary qualification in a relevant field such as business management/administration, research, policy and planning.
  • Strong interpersonal, monitoring, research, evaluation, networking, coordination skills, with an excellent ability to develop and foster relationships for joint effort and collective action.
  • Demonstrated ability to lead and work effectively with others and facilitate/negotiate effective solutions in complex settings.
  • Demonstrated ability to operate independently on a day-to-day basis (with direction from VAHP).
  • A minimum of two (2) years working in planning, budgeting, and financial management.
  • Demonstrated strategic thinking and project management skills, with an ability to support MoH Units.
  • Demonstrated capacity to contribute effectively as a member of a team to achieve a common goal.
  • Computer literate.
