Program Background

KINETIK, the Australia-Indonesia Climate and Sustainable Infrastructure Partnership, supports Indonesia to strengthen sustainable infrastructure systems, mobilise climate-aligned investment, and advance low-emissions and climate-resilient development. Working with the Government of Indonesia (GOI) and a broad network of public and private partners, the program seeks to expand investment in sustainable infrastructure while ensuring the inclusion of local communities, particularly women, girls and people with disabilities.

KINETIK contributes to three inter-related End of Program Outcomes (EOPOs):

1. Climate resilience: Investments from government, private and community actors increasingly contribute to climate mitigation and adaptation in Indonesia.
2. Innovative financing: GOI increasingly uses diverse, innovative and high-quality financing to support inclusive, climate-resilient development.
3. Sustainable infrastructure: GOI delivers sustainable and resilient economic infrastructure, particularly in water, transport and energy, that meets the needs of communities, including women, people with disabilities and marginalised groups.

The program builds on long-standing Australia-Indonesia cooperation in infrastructure and climate policy. It promotes locally led development, integrates gender equality, disability and social inclusion (GEDSI), and works with development finance and private sector partners to mobilise investment and support sustainable infrastructure systems across sectors including renewable energy, water, sanitation and waste management, and sustainable transport.

KINETIK is supported by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global.

The Role
The Head of Policy and Partnerships is a senior leadership position responsible for leading KINETIK’s policy reform, institutional engagement, and strategic partnerships portfolio. The role leads the operationalisation of KINETIK’s policy and partnerships approaches, strengthening enabling policy environments, institutional collaboration, and strategic engagement pathways that support climate-resilient and inclusive development outcomes across the KINETIK portfolio.

The role provides technical leadership across policy and partnership activities, including policy and regulatory engagement, institutional coordination, stakeholder engagement, coalition building, strategic partnership development, and support for enabling environments that strengthen financing and delivery outcomes. The role ensures that policy reform is informed by implementation experience and delivery evidence, and that policy engagement, financing pathways, and infrastructure delivery are mutually reinforcing. This may include, for example, engagement with Government of Indonesia institutions, Australian Public Service (APS) partners, multilateral development banks (MDBs), development partners, academic institutions, and other strategic stakeholders to support climate, infrastructure, financing, and inclusive development priorities.

The role is responsible for the implementation and operationalisation of KINETIK’s policy and partnerships approaches, translating strategic priorities into practical policy, institutional, and partnership outcomes. This includes leading policy dialogue, institutional coordination, partnership development, stakeholder engagement processes, and day-to-day Government-to-Government (G2G) coordination, working directly with government, development partners, MDBs, APS partners, and other delivery partners, to strengthen enabling environments and support coherent development outcomes. The role also supports the development of strategic engagement approaches that strengthen connections between policy reform, institutional collaboration, financing pathways, and delivery priorities, including integrating APS partner activities with KINETIK’s broader policy and partnership work through engagement with MDBs, development partners, and existing Australian Government and Government of Indonesia partnerships and programs.

The Head of Policy and Partnerships is accountable for delivery of policy and partnership outcomes, including progressing strategic engagement, institutional collaboration, and policy reform initiatives that support KINETIK’s broader financing and delivery objectives. Portfolio direction and prioritisation are set by the Deputy Director Policy, Partnerships and Inclusion, with the Head responsible for execution within this framework.

The Head of Policy and Partnerships will coordinate closely with the Financing and Delivery pillar and other KINETIK functions and delivery partners on enabling environment and regulatory reform required to support financing pathways, investment mobilisation, and infrastructure delivery. The role actively enables and champions policy and partnership Leads to engage proactively across functions and delivery partners, fostering integrated planning, collaboration, and end-to-end coherence across KINETIK's policy, financing, delivery, GEDSI, communications, and performance functions.

The role leads day-to-day engagement with relevant Government of Indonesia institutions, APS Partners, MDBs, development partners, and strategic stakeholders on policy reform, institutional collaboration, and partnership development, while supporting senior-level engagement led by the Deputy Director Policy, Partnerships and Inclusion.

About You

Essential Experience and Knowledge

• Postgraduate qualification in public policy, international relations, governance, economics, law, development studies, political science, or a related field.
• Minimum 12 years of experience in policy reform, institutional engagement, strategic partnerships, government relations, development cooperation, or related fields, including experience at senior leadership level in implementing or operationalising policy, partnership, governance, or institutional strengthening initiatives.
• Strong track record of engaging with Government of Indonesia institutions, Australian Government agencies and partnerships, Multilateral Development Banks (MDBs), development partners, and strategic stakeholders on one or preferably more of the following: policy reform, institutional collaboration, development cooperation, financing-enabling environments, or sustainable development initiatives.
• Demonstrated experience in strategic leadership of policy, partnerships, governance, or institutional engagement portfolios within development programs.
• Experience supporting enabling environment reform, institutional coordination, stakeholder engagement, or strategic partnership initiatives linked to financing, infrastructure, climate, or sustainable development outcomes.
• Experience with DFAT-funded programs or similar donor-funded development initiatives.
• Strong understanding of policy reform processes, institutional coordination, government systems, strategic partnerships, and enabling environments relevant to climate-resilient and inclusive development outcomes.

Desirable

• Experience in climate, infrastructure, sustainable development, or financing-related policy and institutional reform.
• Experience integrating GEDSI, safeguarding, or locally led development approaches into policy or partnership initiatives.
• Indonesian language skills (for international applicants).
