This Opportunity
The Pacific Labour Mobility Support Program (PLMSP) will implement a variety of initiatives aimed at strengthening labour mobility and skills development in Timor-Leste. The Grants and Contracts Manager will play a key role in designing, launching, and overseeing a diverse portfolio of grant programs, utilizing multiple approaches to effectively support the scale-up activities in Timor-Leste.
This is a fixed term opportunity required to September 2028.
The Grants and Contracts Manager will be responsible for:
· Lead procurement and contracting activities in compliance with Australian Commonwealth Procurement Rules, Grants Guidelines, and Palladium policies.
· Develop and implement a Grants Management Framework for Timor Leste to support efficient programme delivery.
· Manage internal and external stakeholders to ensure timely completion of priority procurements.
· Review and recommend improvements to internal grant processes as needed.
· Coordinate with PLMSP workstreams across the grants and contracts cycle, including planning, compliance, and risk management.
· Oversee proposal evaluation, due diligence, negotiations, and agreement finalisation with suppliers and grantees.
· Support project implementation through structured handovers, performance tracking, and accurate grant funding records.
· Monitor reporting, financial risks, payment schedules, and maintain high standards of documentation and record keeping.
We are seeking an individual who:
· Tertiary qualifications in a relevant discipline such as Business, Project Management or Procurment and Contract Management or an equivalent combination of relevant experience.
· Minimum 5 years of relevant hands-on experience in grants, contracts and procurement management, ideally with exposure to DFAT or donr funded procurement and grant practices.
· Consdierable demonstrated experience working in Timor Leste.
· Experience in conducting and responding to financial audits.
· Demonstrated strong understanding of the full procurement and grant management cycle.
· Demonstrated effective stakeholder engagement experience with a wide range of stakeholders.
· Demonstrated strong analytical thinking and proactive problem solving.
· Excellent organisational and computer skills especially with MS Word and Excel.
