Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The Government and Civil Society Collaboration Technical Assistant (GCSC TA) (based in Kupang) will support the team to operationalize the mainstreaming of GEDSI through community involvement in various SKALA interventions to support governance for the implementation and fulfillment of minimum service standards in Nusa Tenggara Timur.

About You
Specific Responsibilities
Based on general guidelines from GEDSI, this position is under the coordination of GEDSI Coordinator Nusa Tenggara Timur and is responsible to Lead Nusa Tenggara Timur for the following matters:
- Provide technical assistance to the government and civil society network for the development of cross-stakeholder collaboration models and institutional frameworks, including through extensive planning forums or thematic platforms.
- Provide technical assistance to the government and civil society network in identifying models and mechanisms of collaboration to provide inclusive planning and budgeting.
- Provide technical assistance to the government in formulating regional policies for the institutionalization of cross-stakeholder collaboration models, such as through inclusive planning forums or thematic platforms.
- Provide technical recommendations on the implementation of inclusive Musrenbang and the development of guidelines for conducting inclusive Musrenbang at the regional level.
- Provide technical support for the implementation of cross-stakeholder collaboration models, including the establishment or revitalization of inclusive planning forums or other thematic platforms.
Other Duties:
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
- Undertake other duties as required by the Program.
Deliverables
- Producing policy documents for inclusive Planning dan Budgeting Forums at the provincial level.
- Producing policy documents for inclusive Musrenbang at the provincial level.
- Producing documents, models, and institutional frameworks for cross-stakeholder collaboration or thematic forums for inclusive Musrenbang.
- Facilitating coordination between the government and civil society for inclusive planning and budgeting.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Relationship Management
This role will be working closely with SKALA Implementation team and with government counterparts, especially with Nusa Tenggara Timur provincial government. This position will report to Nusa Tenggara Timur Lead.
Selection Criteria
Essential
- Master's degree in development, public policy, social, or other related field.
- Have a practical and technical understanding of gender equality, disability and social inclusion (GEDSI), demonstrated by experience implementing activities with consideration of gender, disability and social inclusion in Indonesia (preferably work experience in less developed regions of Indonesia).
- Have at least 5 years of experience in providing technical support for inclusive planning and budgeting processes, as well as building collaboration between local governments and civil society organizations that are responsive to vulnerable groups (women, people with disabilities, and the elderly).
- Have a deep understanding of regulations related to regional planning, along with experience in policy advocacy, and capacity building that support inclusive Musrenbang.
- Capability in producing policy documents that integrate Gender Equality, Disability, and Social Inclusion (GEDSI) principles into Musrenbang processes.
- Proven ability to coordinate and facilitate effective collaboration between government, civil society, and vulnerable groups (such as women, people with disability, elderly, etc) to ensure inclusive participation in planning and budgeting forums.
- Experience in developing practical models and institutional frameworks for cross-stakeholder collaboration and thematic forums that promote inclusivity and sustainable engagement.
- Have understanding of national and regional policies and regulations regarding minimum service standards. Extensive experience developing policies and best practices to promote gender equality and inclusion, including drafting GEDSI policies, strengthening capacity, and understanding inclusive planning and budgeting.
- Have experience working with/for the Government of Indonesia on relevant thematic areas, DFAT and/or other donor funded projects.
Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
