Support Unit for Gender Equality (SURGE)
The Support Unit for Gender Equality (SURGE) provides responsive technical assistance to DFAT on a range of gender equality issues relevant to its international development program. SURGE aims to improve the outcomes of Australia’s international development program on gender equality by having a panel of gender equality advisers who provide DFAT with high quality technical assistance.
SURGE is funded by the Australian Government and is managed by DT Global. The successful candidate will be contracted through DT Global via the SURGE Program.
Gender Equality, Disability and Social Inclusion Branch (GEB)
DFAT’s Gender Equality, Disability and Social Inclusion Branch (GEB) supports Australia’s leadership on gender equality, disability equity and rights, and LGBTQIA+ equality and inclusion. This includes:
- Implementation of current strategies and programs on gender equality and women’s empowerment and disability inclusive development
- Management of high quality development programs including DFAT’s flag ship Gender Based Violence Prevention Platform
- Development of new international strategies on gender equality, disability equity and rights, and LGBTQIA+ equality and inclusion
- Management of the Gender Equality Fund, Disability Inclusive Development Fund and the Equality and Inclusion Fund
- Engaging on gender equality, disability equity, and social inclusion issues in multilateral and regional fora
The Role
The Gender Equality, Disability and Social Inclusion (GEDSI) Policy Officer will undertake a range of GEB tasks, working with either the Disability Equity and Rights Section (DIS) or the Gender Equality Strategic Budget and Investment Section (GBL). Successful candidates are required to perform at the APS6/ EL1 level.
Responsibilities may include (but are not limited to):
- Management of gender equality or disability equity development programs, including overseeing reporting and budget management.
- Contract management, procurement, administration and secretariat support.
- Responding to requests for briefings, talking points, etc.
- Other taskings as required to support GEB objectives.
Reporting Arrangements
The Policy Officer will function as either a member of DIS or GBL within GEB, based in the DFAT office in Canberra (remote work may be considered for candidates with current security clearance of NV1 or higher). The Policy Officer will report to Director DIS/GBL. However, depending on the needs of GEB, the GEDSI Policy Officer may report to other Directors within GEB for specific work deliverables.
Qualifications and Experience
- Qualifications in gender, disability, international development, social sciences, or another relevant field.
- Demonstrated experience in gender equality, disability and social inclusion policy, program management or advisory or programming (preferred).
- Strong understanding of, or ability to quickly understand, DFAT policy and programming priorities, systems and frameworks.
- Experience delivering quality administration and/or secretariat support.
- Experience with APS financial, approval and management systems and processes or the ability to quickly acquire these skills.
- Understanding of and commitment to gender equality, disability equity, intersectionality, DFAT priorities, and development challenges in the Indo Pacific region.
Skills
- Excellent analytical and writing skills, including ability to write to DFAT specifications.
- Program management skills, including budget management, reporting, and monitoring and evaluation.
- Proven ability to work under pressure and to meet deadlines.
- Ability and desire to work as part of a collegiate, multi-disciplinary, diverse and collaborative team.
- Flexible and proactive nature, with willingness to take initiative, identify risks and solve problems independently.
- Ability to build and maintain a broad network of positive and constructive relationships with staff in Canberra and posts, and with DFAT implementing partners.
