The Program: Humanitarian Logistics Capability (HLC)
The Australian Department of Foreign Affairs and Trade (DFAT) Humanitarian Logistics Capability (HLC) facilitates the timely, effective, and flexible delivery of the Australian Government’s humanitarian assistance and emergency relief program around the world, providing high quality, multifaceted, flexible and responsive project management and humanitarian supply chain solutions in support of Australia’s Humanitarian Emergency Relief activities.
Tetra Tech International Development, as the Implementing Contractor for the HLC, will work closely with DFAT, other Commonwealth response capabilities, international organisations and humanitarian partners to implement HLC operations and activities across all aspects of program management and delivery.
The Opportunity:
The Humanitarian Logistics Capability is seeking a GEDSI Specialist for a short‑term consultancy engagement to strengthen how gender equality, disability, and social inclusion is understood and applied across HLC’s work.
In this consultancy, the GEDSI Specialist will work closely with the Program Leadership Team and relevant technical functions to deliver a GEDSI analysis of the HLC program, including literature review, stakeholder consultation, and validation with the HLC team. The consultant will provide practical findings and recommendations to support the integration of GEDSI considerations into HLC systems, decision‑points, and ways of working.
The GEDSI Specialist will provide targeted technical inputs (up to 20 days total) to deliver the following outcomes:
- Conduct a comprehensive literature and desktop review of relevant secondary data, including humanitarian and development strategies, policies, and technical frameworks related to gender equity, disability equity, and social inclusion (GEDSI), to identify key trends, capabilities, and opportunities for the Humanitarian Logistics Capability (HLC).
- Develop structured guidance and tools for stakeholder consultations, including clear discussion prompts and key questions to support HLC staff in conducting in‑person consultations with Pacific regional and national partners.
- Lead virtual stakeholder consultations and participate in in‑person consultations where appropriate and feasible, to gather insights that inform the GEDSI analysis and recommendations.
- Prepare a concise stakeholder consultation summary report, synthesizing insights, themes, and identified opportunities, to be incorporated into the overall GEDSI analysis report.
What We’re Looking For
We are looking for a GEDSI Specialist who brings deep technical knowledge together with significant field experience in implementing and designing GEDSI programs. The ideal candidate will have experience translating global standards into realistic, context-adapted guidance and brings demonstrated understanding of innovations and good practice of GEDSI in a humanitarian response and preparedness context.
You will also have:
- Demonstrable experience in conducting research activities and providing high-quality reports.
- Experience in translating technical GEDSI requirements into operational guidance for non-technical team members.
- Experience in conducting research, analysis and providing high quality reports.
- Experience within the Indo-Pacific region is highly desirable.
