SUMMARY OF THE PROJECT
The DFAT (Department of Foreign Affairs and Trade) Social Protection, Inclusion and Gender equality (SPRING) program is Australia’s flagship investment of support to the Philippine Government on Social Protection, Gender Equality, Disability, Social Inclusion and Indigenous Inclusion. It is an AUD 40 million investment over 5 years that will support the joint Development Partnership Plan (DPP 2024-2029) between the Government of Australia and the Philippine Government. The investment will be the DFAT’s primary avenue in the Philippines for supporting poverty reduction and bilateral funding on gender equality and social inclusion at the national level and with some select Local Government Units (LGUs). SPRING will support efforts under Australia’s new International Development Policy and DFAT’s forthcoming new strategies on gender equality, disability equity and rights, and translate these into implementation in the Philippines.   

SPRING will contribute to the goal that the social and economic transformation in the Philippines reduces poverty and provides equal opportunities to all Filipinos in line with the Philippines Development Plan.

The objective of SPRING is that Australia works in partnership with the Philippine Government to improve systems and structures that reduce poverty and inequality and advance gender equality and the rights of people with disabilities. 

SPRING has four mutually reinforcing End of Program Outcomes (EOPOs): 

  1. Philippine Government social protection plans, policies and programs increasingly close gaps in the social protection floor.
  2. The Department of Social Welfare and Development (DSWD) and select LGU systems increasingly deliver quality social protection that is inclusive, gender and shock responsive, and climate sensitive. 
  3. The Philippine Government increasingly invests in gender responsive policies, plans, programs and systems.
  4. The Philippine Government improves data, systems and targeting to enable people with disability and Indigenous Peoples improved access to targeted services.
Description

SUMMARY OF POSITION
Based in Manila, the GEDSI Lead will support the implementation of SPRING’s GEDSI Strategy and play a leading role to ensure the delivery of GEDSI outcomes across the program. The GEDSI Lead will be responsible for managing and monitoring the SPRING GEDSI Strategy, supporting the relevant STA inputs and supporting the program’s design and implementation of mainstream and specific activities to ensure that women, people with disabilities and Indigenous communities participate and benefit from the program.
 
The GEDSI Lead will oversee a GEDSI team that includes 3 GEDSI Officers based in the subnational focus areas for SPRING and one national GEDSI Officer. S/he will also work closely with the international Short-Term GEDSI Adviser, and a range of disability specialists provided by SPRING partner organisation, CBM Australia.
 
KEY RESPONSIBILITIES
Overarching

  • Work closely with the Team Leader (TL), Deputy Team Leader (DTL), DFAT and the Government of Philippines in overall design and implementation of the program especially on Gender Equality and Disability Inclusion priorities and support the Philippine Government agencies to strengthen partnership on gender equality, social and disability inclusion.
  • Provide technical advice and quality assurance on gender-responsive social protection, women’s empowerment and leadership in the social protection sector, and Disability Inclusion approaches to the TL, DTL, and Program team.
  • Provide strategy and technical advice on SPRING approaches to GEDSI.
  • Lead development, implementation and monitoring of an intersectional context specific GEDSI strategy for SPRING, including gendered political economy analysis.
  • Provide oversight of all GEDSI priorities and their implementation across the program.
  • Provide peer review from a GEDSI perspective of project concepts and designs developed by SPRING’s partners.
  • Provide mentorship and coaching to SPRING GEDSI Officers.
  • Embed a strong awareness of, and support for, practical GEDSI implementation and learning across the SPRING team and within SPRING program systems.
  • Provide GEDSI inputs to SPRING’s research agenda.
  • Contribute written and other forms of materials to SPRING external communications.
  • Promote knowledge and learning exchange across SPRING’s key stakeholders on GEDSI.
  • Work with SPRING’s government counterparts to provide strategic direction on GEDSI.
  • Contribute to the development of program work plans and reports.

Gender Equality

  • Conduct review, synthesis and dissemination of global and country-specific learning on gender equality, women’s empowerment and women in leadership issues.
  • Conduct gendered political economy analysis to feed into the development of the GEDSI Strategy (and update this annually).
  • Liaise with senior government counterparts and other influential stakeholders to assist with the implementation of gender-responsive elements of their work relating to SPRING.
  • Work with the broader SPRING team and coordinate across EOPOs as needed to develop and implement a strategic approach to the achievement of EOPOs 3 and 4 (EOPO 3: The Philippine Government increasingly invests in gender responsive policies, plans, programs, and systems; EOPO4: The Philippine Government improves data, systems and targeting to enable people with disability and Indigenous Peoples improved access to targeted services).

Disability Inclusion:

  • Support Disability Inclusion Partner – CBM – in their development and implementation of the SPRING Disability Inclusion Strategy, to cover both: 1) activities to ensure disability inclusion within the broader SPRING program, and 2) a specific strategic approach to EOPO4 (“The Philippine Government improves data, systems and targeting to enable people with disability and Indigenous Peoples improved access to targeted services.”)
  • Work with CBM’s Disability Inclusion Advisors to support the implementation of a disability inclusive development approach to SPRING (including technical input, knowledge studies, advice, review of activity-plans, stakeholder management, partnership brokering with disability organisations, reviews, disability-related capacity building activities).
  • Other duties as requested by the Team Leader.

Indigenous Inclusion:

  • Work with Indigenous Inclusion Advisors (to be identified and recruited) to support the development and implementation of a SPRING Indigenous Participation Plan, and to develop and implement the strategic approach to EOPO4 (“The Philippine Government improves data, systems and targeting to enable people with disability and Indigenous Peoples improved access to targeted services.”)

Social protection

  • Work with the Social Protection National Lead and Sub National Activity Lead to develop GEDSI-responsive social protection strategies, local government support strategies, and implementation workplans.

JOB REQUIREMENTS
The GEDSI Lead will have the following skills, knowledge, and experience:

  • Experience in gender equality, disability inclusion, gender-based violence, and/or women’s empowerment, preferably with a background in international development and/or humanitarian action (minimum 10+ years).
  • Higher level qualifications in gender studies, public health, international development, social sciences, or another relevant field.
  • Understanding of DFAT’s good practice on gender equality, disability, and social inclusion (GEDSI) approaches in targeted reforms (Gender equality | Australian Government Department of Foreign Affairs and Trade) Do No Harm and gender and social inclusion mainstreaming which will also be applied in all partnerships.
  • Advisory experience in disability inclusion, gender equality and social inclusion including working with Indigenous People.
  • Experience in capacity development, policy analysis, program development, organisational change, strategy development, human rights and/or research and evidence.
  • Experience in social protection, climate shock responsiveness and adaptation, and/or humanitarian experience will be an advantage.
  • Ability to develop and maintain strategic relationships with key stakeholders across governmental agencies, non-governmental organizations (NGOs), civil society, and community-based groups to effectively promote and support GEDSI initiatives.
  • Filipino national with experience working in the Philippines.
  • High level interpersonal and communication skills, including the ability to convey concepts clearly and concisely.
  • A high level of initiative, strategic thinking, and the ability to self-manage.
  • A commitment to human rights, equity and inclusion and working in partnership.
