Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanagh Papua. The Role
The GEDSI Technical Assistant (GEDSI TA) (based in Kupang) will support the team to operationalize the mainstreaming of GEDSI through community involvement in various SKALA interventions to support governance for the implementation and fulfillment of minimum service standards in Nusa Tenggara Timur.

About You
Specific Responsibilities
Based on general guidelines from GEDSI, this position is under the coordination of GEDSI Coordinator Nusa Tenggara Timur and is responsible to Lead Nusa Tenggara Timur for the following matters:
- Prepare and provide technical input and support for the preparation of regulations, planning, budgets for mainstreaming GEDSI (gender equality, disability, social inclusion).
- Support local governments in the process of preparing inclusive planning through mainstreaming GEDSI for the implementation and fulfillment of minimum service standards, especially for vulnerable groups (women, people with disabilities, the elderly and indigenous communities).
- Support local governments in preparing and designing and institutionalizing models of community group involvement/participation in regional development but not limited to thematic planning forums
- Prepare technical recommendations for the preparation of regional policies regarding community participation and participation in regional development, but not limited to the preparation of regional planning
- Support and facilitate strengthening the capacity of regional governments related to GEDSI in implementing and fulfilling minimum service standards
- Work collaboratively with the team to develop policy briefs and other relevant publications to promote and advocate research results, learning to improve GEDSI responsive planning and budgeting policies in the implementation and fulfillment of minimum service standards.
Other Duties:
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
- Undertake other duties as required by the Program.
Deliverables
- Technical recommendation document for preparing implementation planning and fulfilling minimum service standards that prioritize GEDSI (women, people with disabilities, the elderly and indigenous communities).
- Technical recommendation document for the Development of Regional Regulations on Gender Mainstreaming Action Plans, including PUG policies related to Gender Action Plans, SK Pokja PUG, GAP Documents, Gender Action Budgets, and the integration of gender into Planning Documents.
- Technical recommendation document for Regional Action Plan Policies for People with Disabilities at the Provincial and District/Municipal Levels, including follow-up on the integration of disability action plans into planning and budgeting documents.
- Technical recommendation document for the Development of Regional Regulations on the Elderly and follow-up at the District/Municipal Level.
- Relevant publication documents to promote and advocate research results, learning towards improving GEDSI responsive planning and budgeting policies in implementing and fulfilling minimum service standards
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Relationship Management
This role will be working closely with SKALA Implementation team and with government counterparts, especially with Nusa Tenggara Timur provincial government. This position will report to Nusa Tenggara Timur Lead.
Selection Criteria
Essential
- Master's degree in development, public policy, social, or other related field.
- Relevant mid-level and expert technical and operational experience in the field of GEDSI.
- Minimum of 10 years of experience in development projects, working with local and national governments, including research and policy engagement and understanding data-based planning and budgeting.
- Have understanding of national and regional policies and regulations regarding minimum service standards. Extensive experience developing policies and best practices to promote gender equality and inclusion, including drafting GEDSI policies, strengthening capacity, and understanding inclusive planning and budgeting.
- Have a practical and technical understanding of gender equality, disability and social inclusion (GEDSI), demonstrated by experience implementing activities with consideration of gender, disability and social inclusion in Indonesia (preferably work experience in less developed regions of Indonesia).
- Experienced in providing technical support to local governments related to issues of community participation in development and cycles of governmental planning and budgeting.
- Have experience working with/for the Government of Indonesia on relevant thematic areas, DFAT and/or other donor funded projects.
Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
