Project Description
The gender equality, disability equity and social inclusion (GEDSI) support unit is a six-year DFAT investment that provides technical assistance, learning, communications, accessibility services and strategic support to DFAT across GEDSI domains. The support unit provides both proactive and demand-driven services – the majority of which will be ODA-eligible, administered activities, with limited non-ODA and departmental activities delivered with DFAT approval.
The role will work closely with DFAT to ensure compliance with the Deed of Standing Offer, Service Orders, and DFAT policies, including probity, safeguarding, and ODA eligibility requirements. The role will also ensure the integration of the program within Alinea’s processes and standards.
About the work
Working closely with the support unit Team Leader and the Helpdesk Lead, the Operations and HR Lead will oversee the operational, administrative, and human resource functions of the support unit. This will include the management of accessibility and reasonable accommodation considerations. The role will also include overseeing and managing all aspects of financial management, including budget management, risk and fraud management, and financial reporting.
The Role
Tasks and responsibilities:
- Oversee program HR functions, including recruitment, contracting, performance management and duty of care for staff, advisers and consultants.
- Support the HR and performance management processes for a large and dispersed team of external advisors and consultants, including locally based specialists.
- Develop and oversee the project budget, forecasting, co-funding arrangements, financial transactions and invoicing in line with DFAT financial management and reporting requirements.
- Oversee the use and updating of the project Operations Manual, including HR, financial management, procurement, safeguarding, fraud and corruption, and conflict-of-interest frameworks.
- Ensure project activities and operations are implemented in compliance with Alinea’s project policies and procedures and DFAT contractual, probity, safeguarding and data management requirements.
- Oversee risk and fraud mitigation processes, including quarterly risk reviews with DFAT.
- Assist with drafting and finalising reports/manuals, including annual workplans, budgets, Operations Manual updates and required DFAT reporting.
- Implement actions jointly agreed with the Team Leader and Helpdesk Lead in relation to the adviser panel.
Required Qualifications
- At least 10 years’ experience in program operations and coordination (preferably in the international aid and development sector).
- Demonstrated experience with program, knowledge management and financial management systems.
- Experience developing, monitoring and reporting on complex project budgets.
- Demonstrated staff management capacity, ideally including managing dispersed teams and panels of specialists
- Strong stakeholder management experience, with DFAT experience highly regarded
- Experience managing a cloud ticketing system or similar (preferably in a system administrator capacity) highly regarded
- Strong written and verbal communication skills and a proven ability to build relationships with key stakeholders.
- Demonstrated understanding of probity, conflict-of-interest management, safeguarding and duty-of-care obligations in DFAT-funded programs (highly regarded).
