The Program 

The Australia Awards Global Support Mechanism (AAGSM) is an initiative designed to enhance the Department of Foreign Affairs and Trade’s (DFAT) international scholarship program delivery by providing operational, technical and analytical services to DFAT and the broader scholarship delivery network. The AAGSM consists of the Program Support Unit (PSU) - responsible for delivery of operational and technical services and the Research and Analytical Support Unit (RASU) – responsible for delivery of analytical and research services. Palladium delivers the AAGSM PSU and cooperates with DFAT to ensure effective functioning with the RASU. 

The Role 

The GEDSI Adviser provides technical support services that promote gender equality, disability and social inclusion (GEDSI) outcomes throughout DFAT’s international scholarship programs network. Working in close collaboration with the Disability Adviser to ensure consistency and coherence, the GEDSI Adviser is responsible for providing high-level policy and specialised GEDSI technical advice, capacity support, training and performance monitoring to the delivery network throughout the scholarship and fellowship cycle.   

As GEDSI Adviser with a strong commitment to promoting gender equality, disability and social inclusion outcomes, you will collaborate with the Disability Adviser to: 

• Conduct a global scholarship program GEDSI analysis to identify common issues, impairments and barriers on gender, sexual orientation or gender identity, race, location or accessibility across the network, identify corresponding interventions and articulate good practice to be shared. 
• Develop a global Australia Awards GEDSI Strategy including entry points across the scholarship cycle for GEDSI mainstreaming and targeted activities. 
• Develop, implement, monitor and report on GEDSI activities, identifying opportunities for collaboration, efficiency and to deliver innovative approaches to delivering outcomes.  
• Facilitate GEDSI knowledge sharing and localised best practice activities across programs. 
• Lead on demand specialised GEDSI services to programs to develop GEDSI strategies, provide guidance on country-level activities.   

Policy 

• Conduct GEDSI and safeguarding audits on policy documentation, consult with DFAT and institutions on GEDSI policy changes, identify policy gaps, develop concept notes for policy review and draft policy. 
• In consultation with DFAT, develop a capacity development plan. Build DFAT and institution capacity to respond to emerging GEDSI and safeguarding issues and address barriers throughout the scholarship cycle in line with policy requirements. 

Case management advisory support 

• Provide high-level policy and specialised advice on GEDSI issues to DFAT and institutions. Provide advice on handling Sexual Exploitation Abuse and Harassment in accordance with policy requirements. 
• Provide targeted advice to welfare and critical incident management in line with DFAT policies including Preventing Sexual Exploitation, Abuse and Harassment (PSEAH).  

About you 

With a passion and drive for the achievement of high quality, robust and innovative GEDSI application, you will bring: 

• Substantial GEDSI experience with a working knowledge of GEDSI in the DFAT Aid Program and associated Australian Government strategies and policies (including PSEAH and Child Protection), and international norms and standards that protect the rights of all people. 
• Proven expertise conducting GEDSI analysis, developing GEDSI strategies, and assessing and strengthening GEDSI related policies. 
• Expertise in GEDSI support services including safeguarding in a multi-cultural and inclusive environment. Experience in international scholarship program management is highly desirable. 
• Excellent interpersonal skills including cross-cultural experience and communication skills, with the ability to navigate complex issues.  
• Demonstrated excellence in stakeholder engagement to maintain engaged and productive relationships, facilitate capacity development and influence a wide range of stakeholders.  
• Excellent writing skills with the ability to adapt to a wide range of purposes and audiences including research, strategic, policy, templates and training documents.
