Description

Program Overview:   

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan. 

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.

The Platform has three functional Outcomes: 

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies.
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management. 

Position Summary:    

The Financial Reports Specialist will provide high-level financial reporting support in accordance with the FPSP Operations Manual and with relevant legislation, standards, policies and procedures.

This role will be reporting to the Finance Manager and is responsible for the preparation of program financial reports to ensure the efficient and effective reporting of the program activities to both the program leads and the client. The Financial Reports Specialist will work in consultation with their Brisbane-based finance counterparts and will assist the Finance Manager to accurately update the corporate expenditure forecasts on a monthly and quarterly basis for the remainder of the contract.  

Working in the Operations Hub of the Platform Management Unit (PMU), this Position will also work collaboratively, in an integrated manner with the FPSP team and across sector programs to support effective and efficient financial management.  

Key Responsibilities: 

  • Budgeting & Forecasting
    • Assist in developing the annual budget, forecasting, and cash flow projections under guidance from the Finance Manager.
  • Transactional Oversight
    • Review GL and CIC coding on transactional reports; process journals at month-end.
    • Maintain subsidiary ledgers and support reconciliations across debtors, creditors, suspense accounts, and balance sheet items using NetSuite.
  • Compliance & Reporting
    • Supervise statutory lodgements (e.g., FNPF, income tax).
    • Prepare monthly reimbursable invoice reconciliations and financial annexes for client submission.
    • Ensure payments are made to verified vendors via Transactive/Internet Banking.
  • Audit & Internal Controls
    • Support internal and external audit processes; contribute to fraud prevention through strengthening controls.
    • Review monthly transaction samples and service order acquittals to meet DFAT requirements.
  • Capacity Building & Team Collaboration
    • Design and deliver financial reporting process improvements and capacity-building activities.
    • Work closely with finance teams across programs to support unified financial management practices.
  • Client & Stakeholder Engagement
    • Liaise with bank relationship managers for updates and queries.
    • Address financial inquiries from internal teams, auditors, and external stakeholders.
    • Interface with Abt Head Office (Brisbane) and other counterparts as needed.
  • Additional Support Functions
    • Provide backup for payroll and transaction processing.
    • Supervise petty cash reconciliation and advance processes.
    • Contribute to milestone and performance reporting in alignment with the Head Contract.

Key Deliverables: 

  • Ensure financial activities and reports are delivered on time and to a high-quality standard in line with relevant legislation, DFAT and Abt guidelines and requirements.
  • Work collaboratively and responsively, in an integrated manner with the Programs within the Platform.
  • Maintain confidentiality in all P&C/payroll related information.
  • Ensure reporting of all risk and any suspected fraud.
  • High level attention to detail in meeting multiple deadlines ensuring high level work output.

Selection Criteria:

Qualification

  • Certification in accounting, finance, business administration or other relevant field.
  • Membership with Professional Accounting Bodies e.g. FICA/CPA is preferred

Knowledge, Skills & Experience

  • 8+ years’ experience in key accounting or finance role.
  • Knowledge of financial reporting requirements. 
  • Experience using finance management systems and willingness to learn new systems. 
  • Proficient Knowledge and Experience of financial and accounting principles, policies and procedures to ensure compliance. 
  • Exceptional spreadsheet and database skills
  • Exceptional interpersonal skills and relationship management expertise, with proven results in working with multiple senior leaders
  • Exceptional analytical, written and verbal communication skills, with the ability to lead the production of high-level reports
