About the Program 

The Solomon Islands-Australia Partnership for Governance commenced in January 2022 and is an AUD $35.8 million dollar investment where Australia partners with the Solomon Islands Government (SIG) to support its critical priorities over four years. The goal is to build economic resilience and promote policies and practices for sustainable economic recovery and growth. Australia’s objective for this program is to strengthen accountable and inclusive governance in partnership with SIG other stakeholders. The program will contribute to the goal through four end-of-program outcomes.

EOPO1: SIG has strengthened public financial management and oversight.

EOPO2: SIG has improved domestic revenue generation and improved capability in targeted areas.

EOPO3: SIG has strengthened inclusive democratic processes and expanded opportunities for stakeholder engagement in public policy dialogue.

EOPO4: The program generates strengthened relationships between SIG and the Government of Australia.

About the Opportunity

The Financial Management Systems Adviser will conduct feasibility study on the existing financial management system within the Solomon Islands Government (SIG). The FMS Adviser will analyse the system’s effectiveness and develop a tailored FMS fort SIEC.

The FMS Adviser will be responsible for designing and implementing an efficient financial management framework to ensure accountability for election expenditures and compliance with the Solomon Islands Constitution 1978, Electoral Act 2018, and relevant electoral laws

Contract: International Long-term

End date: 31 December 2025

Location of work:  Honiara, Solomon Islands

 

Summary of Key Responsibilities

Reconciliation Activities

  1. Feasibility Study

Conduct a comprehensive assessment of the existing FMS within SIG and provincial capitals to evaluate their effectiveness and suitability for election fund management.

 

  1. Presentation of Findings

Deliver a detailed report to the SIEC and senior management outlining key findings from the feasibility study.

 

  1. Provide Options

Develop financial management models based on existing systems within the country and present viable options for SIEC’s consideration.

 

  1. System Development & Implementation

Design a new FMS and oversee its pilot implementation in the next By-Elections to ensure efficiency, transparency, and accountability in election fund management.

 

  1. ICT Integration

Coordinate with the successful integration of the new FMS with existing and Information, Communications & Technology (ICT) infrastructure.

 

  1. Compliance & Ethics

Ensure full compliance with the Public Service Code of Conduct and Solomon Islands Electoral Office (SIEO) Code of Conduct in all financial management activities.

 

About You 

Mandatory Qualifications 

  • Masters or PHD degree in ICT-related field with speciality in developing systems for Election Operation
  • Preferably experience in the ICT Election Field.

Desirable Experience

  • Demonstrated, experience in creating Financial Management Systems for Government
  • Proven experiences in working with national and international Governments and Donor Organisations 

Capabilities Required

  1. Fair knowledge and understanding of the Electoral System in the Solomon Islands.
  2. Fair understanding of SIG Financial Management Systems
  3. Good understanding of the fundamentals of a free, fair, credible democratic election.
  4. Competent in planning, Financial Management Systems for Elections 
  5. Excellent attention to detail and application of methodical processes
  6. Able to achieve results under pressure with minimal supervision, 
  7. Good written skills and mathematical skills to be able to maintain respectful and positive engagement and registers, records, standard responses and receipts.

Suitability for this position will be assessed against the following key selection criteria:

  1. Meet the mandatory qualification for the position
  2. Experience in FMS 
  3. Experience in coordinating amongst a diverse team of professionals
  4. Experience in working with a fast-paced team to meet immovable deadlines 
  5. Experience in rapid integration to a new project/team or developing country, where you use your expertise to improve FMS across the country.
