The Program

Southeast Asia Leadership Program 

Under the Australia Awards Global Support Mechanism (AAGSM), Palladium delivers the Southeast Asia Leadership Program (SEALP) and two additional Southeast Asia leadership and scholarship programs on behalf of the Department of Foreign Affairs and Trade (DFAT).

SEALP is a new initiative that contributes to greater high-level understanding and linkages between Australia and Southeast Asia by supporting emerging and current leaders and decision-makers across the region to undertake undergraduate and postgraduate scholarships, as well as targeted shorter educational activities.

SEALP's three intended outcomes are:

  • Alumni leaders apply their knowledge, skills and networks to contribute to defined areas of shared interest 
  • Australia has strong and enduring networks of influence across ASEAN countries, through targeted scholarships and training 
  • Alumni leaders actively engage and contribute to cooperation with Australia.

 

The Role

As the Finance Officer, you will provide financial, procurement, and administrative support across the Southeast Asia programs delivered under the Australia Awards Global Support Mechanism (AAGSM). Working closely with the Senior Operations Coordinator and program team, you will support the effective management of program finances, procurement activities, and financial reporting, ensuring compliance with DFAT requirements and Palladium policies and procedures.

Duties will include:

  • Support budget development, forecasting, financial monitoring, and reporting activities across the programs.
  • Prepare invoices, process participant stipends, and coordinate payments to universities, contractors, and other service providers.
  • Maintain accurate financial records, coding, and supporting documentation, ensuring compliance with Palladium and DFAT policies and procedures.
  • Provide procurement administration support, including procurement documentation, compliance reviews, supplier due diligence, and tender assessment processes.
  • Support supplier management, value-for-money assessments, and risk management activities.
  • Maintain financial, procurement, and administrative records to support reporting, audit, and compliance requirements.
  • Provide administrative and operational support across program activities as required.

 

About you

You will possess:    

  • Tertiary qualifications in accounting, finance, or a related field, or an equivalent combination of relevant experience.
  • Demonstrated experience in financial administration, including procurement support and invoice processing.
  • Strong organisational skills, with a proven ability to manage competing priorities and maintain a high level of accuracy and attention to detail.
  • Proficiency in financial management systems and Microsoft Office applications, particularly Excel.
  • Well-developed interpersonal and communication skills, with the ability to work effectively across diverse teams and stakeholders.
  • A commitment to delivery excellence, continuous improvement, flexibility, and responsive client service.
