Program Background
DT Global supports the implementation of PROSIVU on behalf of the Australian Government.
PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.
The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:
(a) stronger, more inclusive economic growth.
(b) sustainable public finances; and
(c) better public administration.
These three outcomes constitute the basis of PROSIVU’s three workstreams.
The aim of support for stronger, more inclusive economic growth is that central agencies and line ministries invest in evidenced based and inclusive economic development policies and projects that have high economic and social returns, improve outcomes for the poor and improve equality and social inclusion.
The aim of support for sustainable public finances is central agencies, led by the Ministry of Finance and Prime Minister’s Office, improve the performance and inclusivity of public expenditure, and diversify and increase domestic revenue collection.
The aim of support for better public administration is central agencies, led by the Civil Service Commission and the Presidency of the Council of Ministers, develop and invest in policies, systems and capacity to ensure public administration is inclusive, effective, performance-driven, and responsive to the needs of citizens, the private sector and civil society.

Objectives of Role
-
To be part of PROSIVU’s Operations team, reporting to the Operations Lead in the day-to-day financial operations to support the program.
- Work collaboratively with the program’s management team and pillar leads on budgets, expenditure management and operational planning at the program level.
Roles and Responsibilities
The finance Manager will be required to undertake the following duties:
Budget Management
- Maintain the master program budget, including:
Regular coordination with PROSIVU Finance Officer, Operations Lead, management team and DT Global corporate staff to maintain up-to-date budget forecasts for activities, operations, personnel and advisor costs, milestone payments, exchange rates and other budget components.
Financial Reporting and Analysis
- Provide proactive financial analysis and strategic advice to the PROSIVU management team, DT Global corporate and DFAT to support strategic budget and financial management decisions.
- Lead the preparation and presentation of budget progress updates and financial reporting to DFAT and program management team as required.
Financial Operations Oversight and Management
- Oversee and quality assure all day-to-day financial management activities including bank statement reconciliation, accounts payable, payroll, review and verification of invoices, allowances and expense claims, bank transfer, cheque and cash payments.
- Maintain and manage PROSIVU’s chart of accounts in MYOB and ensure all coding is correct, all accounts and fixed assets are reconciled, and the cashbook file is closed off correctly at month end.
Team Leadership and Development
- Provide practical guidance, coaching and mentoring support to the PROSIVU Finance Officer.
- Lead initiatives to continuously improve financial processes, promote best practices and enhance overall financial performance within the program.
Compliance, Audit and Risk Management
- Oversee program tax and social security reporting and payments to ensure the program maintains compliance with these obligations.
- Oversee the maintenance of comprehensive financial files and ensure sufficient supporting documentation is collected and stored to meet legal, head contract, corporate and program policy compliance requirements.
General and Cross Cutting Duties

Develop and maintain effective working relationships with program staff, DFAT, DT Global corporate staff and other program stakeholders.

Ensure corporate services operate in a manner which promotes and upholds gender equality.

About You
Essential:
- Tertiary qualifications in financial management, accounting or equivalent discipline related to the roles and functions of the position.
- At least ten years of experience with financial management of large, complex international development projects.
Desirable

Knowledge of Australian and Timor-Leste taxation laws.
- Ability to communicate in Tetum
