The Pacific Humanitarian Warehousing Program (PHWP) Infrastructure Specialist Unit (ISU)
The Pacific Humanitarian Warehousing Program (PHWP) is a Pacific led, multi-donor investment to enhance humanitarian warehousing capability in 14 Pacific Island countries and Timor-Leste. Participating countries include Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Papua New Guinea, Republic of Marshall Islands, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu and Vanuatu.
Key responsibilities
- Lead on financial reporting for the PHWP-ISU, focusing on quarterly, half year and annual financial performance (i.e., expenditure versus annual operating budgets/forecasts) of the program.
- Lead the monthly forecasting process: Work closely with the Program and Operations Manager, Infrastructure Lead and other stakeholders to ensure accurate forecasting of program costs. Ensure variances are analysed and forecasting remains current at all times.
- Track program expenditure with close regard to thematic priorities of the program such as Gender Equality, Disability and Social Inclusion (GEDSI) and Monitoring, Evaluation and Learning (MEL).
- Work closely with the Program and Operations Manager as well as Tetra Tech corporate staff to establish, document and maintain quality program financial controls and process in accordance with Tetra Tech procedures.
- Oversee program bank account/s and ensure transactions are entered in adherence with program manual.
- Manage the program bookkeeping system, process payments, input and review transactional information.
- Lead the payroll and leave management function for all program staff, collaborating closely with Tetra Tech payroll and Fiji Corporate Office in Suva.
Selection criteria
- Bachelor’s degree qualifications in commerce, finance, business management, project management or other relevant field.
- Demonstrable experience in financial management of complex programs, operations and activities including experience with managing donor contracts and requirements (experience of Australian DFAT programs is preferred).
- Demonstrable experience with managing financial resources and budgets with the ability to plan, budget, forecast and adjust expenditures to meet changing requirements.
- Experience with procurement and contracting cycle for goods and services, preferably with familiarity of Australia’s Commonwealth Procurement Rules.
- Demonstrated experience in contract administration and monitoring the progress and compliance of contractors or service providers.
- Demonstrated experience in maintaining and improving budget management systems and drafting contracts/agreements and variations would be desirable.
- Experience supporting the integration of gender equality, disability and social inclusion, civil society engagement, climate change/disaster risk reduction and localisation activities to support program outcomes.
