The Asia Foundation (TAF) Philippines office seeks an experienced professional to serve as a Finance and Contracts Officer for the Promoting Growth, Resilience, Economic Stability and Sustainability (PROGRESS) project. This five-year program is funded by the Australian Department of Foreign Affairs and Trade (DFAT) and implemented by the Boston Consulting Group (BCG), with TAF serving as a subcontractor. 

The Finance and Contracts Officer is responsible for the day-to-day financial management of PROGRESS in-country operations under TAF’s subcontract with BCG. The role ensures that all program expenditure is accurately recorded, compliantly managed, and fully auditable in line with DFAT’s reimbursable cost model, and that BCG receives timely and accurate financial data to support monthly invoicing to DFAT. The position supervises the Finance and Contracts Assistant.

Description

Promoting Growth, Resilience, Economic Stability and Sustainability in the Philippines (PROGRESS) is a new initiative to elevate Australia’s direct engagement in economic cooperation in the Philippines. PROGRESS will support the Philippine economy by addressing issues and sectors that are strategic to the Philippines and Australia, including enhancements to the local business environment, targeted economic reforms, and the growth of priority sectors such as clean energy and resources. PROGRESS will also seek to develop strong ties with Philippine business leaders, key national agencies, academia, and think tanks in areas critical to the Philippines’ development. PROGRESS has an initial five-year AUD 45 million official development assistance (ODA) funding commitment (May 2026 – April 2031).
