Program Overview: 

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.  

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs. 

The Platform has three functional Outcomes:  

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management. 

NAP Overview: 

The Fiji NAP sets out a whole-of-government and whole-of-population approach with five key strategies (strategic pillars) to comprehensively address violence and commits to work strategically across 13 key influential settings in Fiji to address VAWG holistically in all aspects of public and private life: Education Sector; Universities, technical and vocational colleges; Workplaces and corporations; Sports and recreation spaces; Arts ; Health and Social services; Faith based contexts; Media, advertising and entertainment; Public spaces, transport, infrastructure; Legal, justice and corrections; Informal sector; Disciplined Forces; Traditional institutions and entities.  

Implementation of the NAP is supported by UNFPA as the technical partner, with program support from the Platform. 

Position Summary:

The position is responsible for coordination and implementation of key activities, aligned with the NAP priorities. The role will contribute to effective engagement with government, civil society and donor partners and stakeholders. 

Key Responsibilities:

  • Coordination and Implementation: Coordinate and facilitate effective implementation priorities and activities for the Fiji NAP as outlined in the key strategies, essential actions and commitments.
  • Integration and Alignment: Facilitate the effective integration/synergy of Fiji NAP priorities and activities with the Service Delivery Protocol and the Gender Transformative Institutional Capacity Development and Gender Responsive Budgeting initiatives.
  • Communication and Reporting: Ensure strong governance and coherence of civil society, government and private sector stakeholders in the implementation of the Fiji NAP, including coherent work planning of the National Coordination and Implementation Unit and comprehensive reporting of progress and results.
  • Stakeholder Engagement: Increase awareness of and engagement in the Fiji NAP amongst diverse stakeholders.
  • Meeting Facilitation: Coordinate governance structure meetings and document outcomes/action points/recommendations.

Key Deliverables: 

Coordination and implementation

  • Coordinate implementation of NAP priorities and activities
  • Facilitate development and effective implementation of the NAP Implementation Unit's annual work plans in close collaboration with the NAP Secretariat and TWG.
  • Provide targeted technical support to 5 key settings (Education, Traditional, Sports, Faith, Informal) to implement commitments and actions.
  • Develop a concept and secure technical experts for a national communications strategy; facilitate the development and release of a national communications strategy; release a nationwide campaign.
  • Contribute to development of an evidence-based M&E framework with key benchmarks and a data collection/analysis plan; support the development of tools and database for monitoring; track media monitoring; collate and present synthesized findings.
  • Develop a concept and secure technical experts to implement a community attitudes survey; ensure high quality methodology and communication of key findings to diverse audiences.
  • Ensure reporting to and internal coordination with UNFPA staff including staff and consultants contracted to and working to support the objectives of the NAP implementation Unit and adherence to UN systems and processes 

 

Integration and Alignment

  • Ensure strategic and practical integration and synergy across the Government of Fiji’s entire gender agenda, including interlinkage of the Fiji NAP with the Service Delivery Protocol and SDP/GBViE Working
  • Group, Institutional Capacity Development and Gender Response Budgeting initiatives and utilization of the Fiji Country Gender Assessment.

Communication and Reporting

  • Maintain regular and informative communication with the Secretariat and TWG, keeping them updated on the progress and challenges of the Fiji NAP implementation. This involves identifying
  • and advising the Secretariat of potential barriers and challenges that may impede the effective execution of the Fiji NAP.
  • Facilitate the development of the NAP Implementation Unit's annual, six-month, and 12-month progress reports.
  • Facilitate the compilation and analysis of progress data from various stakeholders and settings involved in NAP activities with
  • strong attention to detail to ensure that the reports accurately capture the accomplishments and challenges faced by each stakeholder, while also supporting the presentation of a comprehensive picture of the NAP's impact across different settings.

Stakeholder engagement

  • Facilitate ongoing and consistent representation and awareness raising of the Fiji NAP with key stakeholders, communities etc.
  • Meeting facilitation
  • Coordinate and facilitate Secretariat and Technical Working Group meetings, and document outcomes and action points.

Other:

  • Develop a workplan with clearly defined deliverables, milestones and targets for the NAP Team (to be shared and agreed upon with PS and the Platform).
  • Maintain regular communications with the PS and the Platform on changes to the workplan.
  • Support and participate in required Performance Management reviews as per Abt Policies and Procedures (including probation review and annual performance assessments).
