Background – Australia Awards Brunei
Australia Awards Brunei are prestigious international awards offered by the Australian Government to the next generation of leaders in Brunei. Through study and research, and enrichment activities designed to strengthen participants’ leadership and networking capabilities, recipients develop the skills and knowledge to drive change and help build enduring people-to-people links with Australia.
With a relatively small number of scholars, enrichment activities for Australia Awards Brunei can test innovative approaches to achieving the end of program objective – Southeast Asian leaders’ education, experience and relationships in Australia inform their exercise of leadership.’ This may include leveraging connections to other programs and privately funded scholars while on-award with an aim to build a diverse alumni community earlier. It may also include activities designed to form mutually beneficial and ongoing connections with Australia and Australians through the inclusion of Australians in programming where appropriate.
Australia-Brunei Leadership Program
The Australia-Brunei Leadership Program is a six-day leadership intensive for Australia Awards Brunei scholars, which has been extended to include New Colombo Plan (NCP) alumni who were in Brunei, Aus4ASEAN scholars from Brunei and other Bruneians studying in Australia. The inclusion of privately funded scholars further extends the program’s reach, with the aim of building a more diverse and connected alumni cohort through innovative on-award engagement.
The program consists of a four-day Outward Bound program (28-31 July) which is separate to this piece of work and the two-day Leadership and Networking Intensive program (1-2 August).
The Outward Bounds component is a four-day program that focuses on leadership and teamwork, utilising fun but challenging outdoor and nature-based activities that help stretch the participants. This component aims to ensure participants build confidence and independence immediately before the Leadership and Networking Intensive component.
Australia Awards Brunei are funded through the Department of Foreign Affairs and Trade and managed by Palladium International on behalf of the Australian Government.
Scope of Services
Under direct supervision by Palladium’s Leadership and Networking Advisor, the contractor will be required to develop and deliver a two-day Leadership and Networking Intensive in Canberra from 1-2 August 2026 for up to 16 participants, including Australia Awards Brunei scholars, NCP alumni who were in Brunei, Bruneian Aus4ASEAN scholars and privately funded Bruneians studying in Australia.
Activities need to be tailored to participant needs and be relevant to the Bruneian context, while recognising that the group may include some Australian participants. The activities should be engaging and interactive, and build on the Outward Bound component of the Australia Brunei Leadership Program.
By the end of the course, participants will have:
- Enhanced confidence in their personal leadership style and ability to influence decision-making in the workplace
- Improved understanding of and ability to deploy inclusive leadership approaches
- Improved strategic communication skills
- Enhanced confidence in their stakeholder engagement, strategic communication and negotiation skills
- Enhanced confidence in building and maintaining personal and professional networks
- An appreciation of the benefits of self-care and resilience
Primary responsibilities
The Leadership Program Facilitator will be responsible for:
• First stage: Pre assessment: Conduct a training needs assessment to identify participants’ aims, as well as the development areas and focus of course topics to be covered.
• Second stage: Develop and deliver the intensive: Develop and deliver the course, taking into account the proposed content list and refining it following the training needs assessment. Include a mix of theory and practical tasks in the approach. Maintain active and close communication throughout the course to enhance knowledge sharing, connection, and potential mentorship between participants.
• Third stage: Evaluation and future recommendations: Conduct participant evaluation and submit a completion report of approximately two pages, outlining lessons learned and future recommendations.
Additional responsibilities will include:
- Provide adequate support to Participants during the activity. This includes making reasonable adjustments to allow Participants with a disability to participate. Palladium will advise in advance if any participants disclose a disability.
- If DFAT requests photographs, comply with the DFAT Guidelines for Photographers and Videographers and Photo and Video consent as provided to the Contractor.
- Effectively coordinate, consult and liaise with Palladium and as directed, DFAT or other relevant stakeholders.
- Ensure the activity is interactive and engaging and includes opportunities for participants to network.
- Support inclusion of representatives from DFAT or other partners if requested.
Essential Selection Criteria
- A third-party with demonstrated experience of delivering such sessions, preferably on DFAT-funded programs.
- Given the brief nature of the activity, a strong preference is for the provider to draw on previously delivered activities with similar objectives, tailoring them to fit the specific needs of this group, rather than creating a completely new design.
