We invite Expressions of Interest from experienced Transport Adviser to be based in Vientiane, Laos.  The adviser role forms part of Laos-Australia Connectivity Partnership (LACP).

LACP works with the Laos Ministry of Public Works and Transport (MPWT) to:

• Enable informed investment decision-making – using data to make efficient resource-allocation decisions,
• Increase funding and financing for transport infrastructure – building processes to unlock various sources of funding for infrastructure delivery and asset maintenance,
• Support practical learning through providing advisory support on specific infrastructure projects, and
• Across the above, build policies and practices to strengthen inclusion and accessibility.

LACP is an advisory program. It does not directly finance or deliver infrastructure.

The Transport Adviser will be responsible for providing technical and strategic leadership to LACP, including providing quality assurance and oversight of technical activities. The role will also perform an advisory function for MPWT in support of LACP objectives, and in line with the agreed LACP workplan. The Adviser will work in close coordination with the P4I Program Office and the LACP Transport Program Manager (who provides day-to-day in-country coordination and implementation support with MPWT and other stakeholders).

P4I is seeking applicants with a balance of experience across three dimensions:

• Technical experience in some or all of the following: land transport and/or logistics sector planning, data-driven decision-making, project development, funding and financing strategies, and procurement.
• Contemporary knowledge of the Australian transport sector and institutional environment (recognising LACP's role in sharing Australian experience and capability).
• Ideally, experience in the Laos (or similar institutional context) transport and/or logistics sector.

The role is expected to be an initial full-time appointment of up to two years, and is subject to final approval by MPWT.
