SUMMARY OF THE PROJECT

The Southeast Asia Gender-based Violence Prevention Platform (“the Platform”) is a regionally led, Australian-funded initiative that aims to address the need and demand for increased investment in, and coordination of, gender-based violence (GBV) primary prevention initiatives in the Southeast Asia region. The Platform aims to strengthen locally-led efforts to prevent GBV through evidence-based advocacy, dialogue, policy and programming in Southeast Asia. The Platform is led by a regionally based Secretariat, in collaboration with Cowater International, Social Development Direct and the Equality Institute (“the Collaborators”) which support organisational development and provide technical assistance. 

The Platform aims to achieve the following End of Program Outcomes under these three work Pillars: 

Demonstrate Pillar: Evidence of what works to prevent GBV in Southeast Asia is accessible and applied by practitioners and policymakers in the region. 

Advocate Pillar: Regional and bilateral multi-stakeholder collaboration on and commitment to GBV prevention are expanded. 

Facilitate Pillar: Practitioners and policymakers have better capacity to design, implement and monitor high-quality, evidence-based GBV prevention policies and programmes. 

The Platform offers competitive grants to Civil Society Organisations (CSOs) and Women’s Rights Organisations (WROs) in Southeast Asia. The grants are offered in several cycles throughout the duration of the program, with a value range of AUD20,000-150,000. In addition, the Platform partners with individuals and organisations in the region through other channels. 

 

SUMMARY OF THE POSITION

The Platform has established an Expert Panel to provide technical assistance (TA) across our workstreams.  The Platform is now seeking to further expand the roster to increase the number of Senior GBV Prevention Advisers with at least 10+ years demonstrated experience in GBV Primary Prevention programming. These Senior GBV Consultants will work in an advisory and mentoring capacity, supporting other TA providers, grantees and partners to design, implement and learn from evidence-based primary prevention interventions. In addition to hands-on technical guidance, they will play a strategic role in ensuring the overall quality and coherence of TA delivery. The Senior GBV Consultants will also provide expert advisory support to the Platform Secretariat and ensure that insights and lessons from capacity strengthening efforts are fed back into programming and learning agendas.

 

KEY RESPONSIBILITIES 

The main objectives of this Senior GBV Prevention TA position is two-fold: 

i. Support Technical Assistance Capacity: 

To enhance the technical capacity of existing TA providers and other Platform partners/ stakeholders to deliver high-quality, evidence-based GBV prevention support and accompaniment to partners. This includes providing senior-level mentorship and coaching to ensure their work aligns with best practices and ethical standards in GBV prevention and is delivered effectively to partners within agreed timelines and budgets. 

ii. Strengthen Partner Capacity: 

To provide strategic oversight and advisory support to the capacity strengthening of partner organisations, including grantees, ensuring the safe, ethical and high-quality design and delivery of GBV primary prevention projects. This includes offering high-level guidance on approaches, tools and methodologies used to support grantee partners’ GBV prevention projects; leading quality assurance processes; and providing targeted technical inputs or hands-on support where necessary.

 

The Senior GBV Consultants will be expected to provide one or more of the following services through technical advisory, accompaniment and mentoring approaches: 

  • Provide mentoring/accompaniment support to existing TA providers and grantees on processes and approaches used in inception, implementation, and monitoring of GBV prevention projects, including steps such as formative research, Theory of Change (ToC) development, adaptation, pilot testing, foundational trainings, and implementation support. 

  • Lead technical sessions as part of co-creation of GBV Prevention projects ensuring ongoing oversight and quality assurance of the TA provided to the partners, tailored to each organisation’s needs and priorities. 

  • Support existing TA providers and partners in troubleshooting  complex challenges or unintended consequences, adapting to changes, and responding to signs of resistance or backlash. 

  • Provide guidance and support to risk assessment, mitigation strategies, and safeguarding protocols for GBV prevention interventions. 

  • Support participatory capacity strengthening assessments with partner organisations to identify areas for TA and capacity support. 

  • Support efforts to capture practice-based knowledge and lessons learned from grantee projects, including strategic contributions to learning exchanges and knowledge products. 

  • Technical inputs and quality assurance of grantees’ deliverables such as progress reports and other forms of project outputs. 

  • Technical inputs and quality assurance of reports, briefs, and other analysis prepared by other TA providers and partners to support the Platform’s learning, knowledge management, and monitoring and evaluation of projects.

 

JOB REQUIREMENTS

Education:

  • Advanced Degree in Social Sciences, Gender Studies, Disability and Inclusion, Development Studies, or related fields.

Minimum Experience:

  • Minimum 10+ years of designing, adapting, and implementing evidence-based GBV primary prevention models, and providing accompaniment experience. 

Essential Skills:

  • Significant, hands-on experience in providing accompaniment and/or mentoring support to CSOs, WROs, constituent-led organisations, as well as other TA providers, to strengthen their GBV prevention technical competencies, implementation and facilitation skills. 

  • Experience in monitoring and evaluating GBV prevention interventions, including supporting generation and documentation of practice-based learning (PBK) and implementation science.

  • Experience in mainstreaming GBV prevention programming into wider sectoral programming is an advantage.

  • Experience in supporting organisations in implementing standards for ethics, safeguarding, do no harm, survivor-centred approaches and accountability in GBV prevention programming.

  • Good interpersonal and facilitation skills, including skills in online and remote engagement with WROs, CSOs and TA colleagues.

 

Language Proficiency: 

Working proficiency in spoken and written English is required; proficiency in at least one Southeast Asian language is preferred.

 

Employment Conditions:

The service provider will be engaged for a maximum of 50 (fifty) days within the period of 1 June 2026 and 30 June 2027. This is a home-based, intermittent input-based engagement, with potential travel to/within Southeast Asia. All travel costs required by the Platform will be covered by the Platform.

Once selected, the service provider will be incorporated into the Southeast Asia Gender-based Violence Prevention Platform (SEAGBVPP) Expert Panel until the end of the terms of engagement, with possibility for extension. A Services Standing Offer agreement will confirm the service provider as the preferred source to support the implementation of the Platform grants. Members of the Expert Panel will be engaged through specific Terms of Reference (TOR) commissioned by the Secretariat as the need arises. The TOR will describe roles, tasks and responsibilities, outputs, activities, and timeframe for each assignment, which can be further developed and agreed upon together with the engaged service provider in the contracting process. A Service Order will be issued to the service provider based on the TOR.
