Program Background
Prospera is a A$304 million eight-year programme building on two decades of Australia’s support for economic governance in Indonesia. Prospera incorporates 15 Australian Government agencies and over 200 expert advisers and programme staff from diverse backgrounds. Prospera also collaborates closely with the Katalis programme to realise the benefits of the Indonesia-Australia Comprehensive Economic Partnership Agreement.
Prospera’s goal is to contribute to strong, sustainable, and inclusive economic growth in Indonesia through three breakthrough outcomes:

Expanding markets creating jobs: Building a robust private sector that creates more high value jobs.

Safeguarding economic and financial stability: Ensuring a strong foundation for sustainable and inclusive growth.

Improving public finances and government performance: Enabling a modern, effective and responsible public sector.
Underpinning these breakthrough areas are three enablers: capable and coordinated institutions that support Indonesia’s development transition; gender equality and disability inclusion are advanced; and government of Indonesia and Australia partnerships strengthen.
Prospera commenced in March 2018 and will conclude in February 2026.

The Role
Prospera is seeking to engage an Executive Director for the Indonesia Climate and Growth Dialogue (ICGD) Secretariat. The Executive Director will provide high-level advice to the Indonesia Climate and Growth Dialogue (ICGD) and Prospera. The Executive Director will provide strategic analysis and advice to support the development of Indonesia’s carbon policy, and lead the programs and project management office of the ICGD Secretariat. This role will work closely with the ICGD Board members and relevant high level government counterparts on climate and growth.

About You
The successful candidate shall be able to demonstrate to have the following skills, experience, and qualifications:
- Education & Experience: Master’s degree (or equivalent) in a relevant field and/or 15+ years of professional experience in related fields. Expertise in at least one of the following areas is preferred: carbon pricing, carbon market mechanisms, emissions trading systems, sustainable finance or climate policy.
- Policy & Market Knowledge: Strong understanding of Indonesia’s carbon policy and international carbon market frameworks, international compliance programs, and corporate sustainability commitments.
- Analytical Skills: Strong ability to collect, validate (triangulate), and analyze quantitative data.
- Stakeholder Engagement: Proven experience working with government agencies, private sector entities (industrial players and financial institutions), and carbon market participants.

Communication Skills: Excellent written and verbal communication skills, including experience in writing reports, policy briefs, and presentations. Strong interpersonal skills. Fluency in both English and Bahasa Indonesia is required.
