About the Proposal

DT Global Asia Pacific Pty Ltd (DT Global) supports the implementation of the Partnership for Inclusive Prosperity Program (PROSIVU) on behalf of the Australian Government.

PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic-line ministries.

The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end-of-facility outcomes:

(a) stronger, more inclusive economic growth.
(b) sustainable public finances; and
(c) better public administration.

Description

Objectives of the consultancy

DT Global is seeking a qualified consultant (individual or consultancy firm) to develop detailed and actionable User Requirement Specifications for a new IT Administration System (ITAS) that:

  • Supports efficient and transparent tax administration processes, including registration, filing, payment, refunds, compliance monitoring, and reporting.
  • Enhances taxpayer compliance and service delivery
  • Integrates seamlessly with existing government systems, payment platforms, and third-party applications.
  • Aligns with local legal, regulatory, and policy requirements while adhering to international best practices

Interested consultants (firms or individuals) must submit proposals covering:

(a) Bidder Background and Constitution

For firms: Legal registration details, ownership structure, and key management personnel
For individuals: Personal details, including name, nationality, and relevant qualifications.

(b) Experience and Relevant Expertise

- A narrative of no greater than 2 pages for responding to each of the eligibility criteria as outlined in Section 3 above
- At least three references for similar assignments completed in the last five years
- CV of the lead consultant and where applicable, CVs for the proposed team members

(c) Proposed Methodology and Work Plan

- Approach to conducting stakeholder consultations and gathering system requirements
- Proposed team composition, roles, and expertise (for firms)
- Work plan and timeline for completing the assignment

(d) Financial Proposal

- A clear cost estimate covering consultancy fees, travel (if applicable), and other relevant expenses.
