About the Market Development Facility 
The Market Development Facility (MDF) is an Australian Government funded multi-country initiative that promotes sustainable economic development, through higher incomes for women and men, in our partner countries. We connect individuals, businesses, governments and NGOs with each other, and with markets at home and abroad. This enhances investment and coordination and allows partnerships to flourish, strengthening inclusive economic growth.

MDF is funded by the Australian Government. It is implemented by Palladium in partnership with Swisscontact. In Sri Lanka, MDF works in sustainable tourism, agricultural inputs and speciality coffee, with cross-cutting investments to promote inclusivity and climate change mitigation and adaptation.

Background
The Sri Lanka Tourism Promotion Bureau (SLTPB) is the state institution responsible for promoting Sri Lanka as a tourist destination internationally. It aims to position Sri Lanka as a high-value, diverse and safe tourist attraction. The SLTPB achieves this objective through digital marketing and public relations (PR) campaigns conducted globally, targeting key source markets. The outcome of such campaigns must be analysed and measured to understand current trends, gaps/areas for improvement and the impact made on attracting the targeted tourist segments. The SLTPB intends to launch a digital campaign covering fourteen source markets in two phases. The countries under phase one are the UK, Germany, India, Russia, China and Australia while phase two comprises countries and regions including Italy, Spain, Middle East, Scandinavia, Benelux, Poland, Japan and South Korea. A monitoring and evaluation framework needs to be developed for this digital marketing campaign along with an execution plan while building capacity of selected SLTPB staff to ensure continuity of the effort. Operational and strategic recommendations are also to be provided along with the monitoring framework. Market intelligence gathering to support proactive marketing planning and investment decisions will be conducted for all the markets under phase two of the campaign to strengthen market-based decision-making and campaign planning. Through this initiative, the SLTPB will be able to establish a campaign performance, measurement and optimisation framework for marketing campaigns, measure their impact and gather market intelligence to be able to engage in a journey of continuous improvement.

Description

Scope of Services
The selected Digital Marketing Firm is required to develop a proposal based on the following scope of work under the broad requirement of enhancing SLTPB’s capability and capacity to monitor, assess and optimise digital marketing campaign performance. Services will be required for an estimated duration of six months. The SLTPB intends to monitor all digital marketing channels including Google, YouTube, Tik Tok, Instagram, Facebook and LinkedIn. While 60% of the effort will be on digital related activities, 40% would account for PR activities.

1. Gathering market intelligence pertaining to all the source markets under phase two of the digital marketing campaign.

2. Development of a campaign performance, measurement and optimisation framework

3. Capacity building of designated SLTPB staff

4. Provision of operational and strategic recommendations

Required deliverables/ outputs

Deliverable 1 – Based on the scope of work, the Digital Marketing Firm to provide a detailed methodology on how the assignment will be executed within the requested timeframe.

Deliverable 2 – Market intelligence and insights – Insights on each of the eight source markets covering the following aspects from the year 2023 onwards up to date

Deliverable 3 – Development of a campaign performance, measurement and optimisation framework – A common framework to be developed, focussing on all digital marketing channels mentioned above.

Deliverable 4 – Capacity building of designated SLTPB staff – The Digital Marketing Firm will strengthen SLTPB’s in-house marketing capability to support effective campaign delivery, performance optimisation and long-term sustainability including the use of relevant Artificial Intelligence (AI) tools. A designated individual/s from the Digital Marketing Firm to be located within SLTPB premises 2-3 days a week over the first four months of engagement.

Reporting Obligations
The Digital Marketing Firm will submit each deliverable within the stated timeframe after which the payments will be released.

Experience and Qualifications
The Digital Marketing Firm is expected to have gender-balanced teams available for work with MDF.
The firm should demonstrate the following minimum experience:
 

  • At least five years of proven experience in monitoring and evaluating integrated PR and digital marketing campaigns, including real-time performance tracking, KPI measurement, and optimisation across multiple channels and platforms.
  • Demonstrated ability to design and implement performance measurement frameworks, including dashboards, reporting systems, and data-driven decision support tools to assess campaign effectiveness.
  • Strong capability in data analysis and digital analytics (e.g. platform insights, web analytics, social listening) to generate actionable insights and support continuous campaign optimisation.
  • Experience in conducting market research and generating outbound travel market intelligence, including consumer behaviour, travel trends, competitor analysis, and demand forecasting for targeted source markets.
  • Proven experience in developing and delivering structured capacity-building programmes, including training, workshops, and practical guidance for client teams in digital marketing, analytics, and campaign management.
  • Capability to develop user-friendly knowledge products, including toolkits, guidelines, and reference materials, to support sustained institutional capacity and internal knowledge retention.
  • Experience working with multi-stakeholder environments, including public sector or destination marketing organisations, ensuring effective coordination, reporting, and knowledge transfer.
  • Experience delivering relevant services for international clients and organisations.
  • Access to and effective use of international market intelligence, analytics, social listening, and benchmarking tools to generate actionable insights.

The Firm should additionally submit the following supporting evidence:
• Technical proposal including methodology and workplan/timeline
• Organisational profile
• Summary of relevant experience including descriptions of similar assignments undertaken
• CVs of proposed key personnel highlighting relevant experience
