Program Background
DT Global supports the implementation of PROSIVU on behalf of the Australian Government.
PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.
The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:
(a) stronger, more inclusive economic growth.
(b) sustainable public finances; and
(c) better public administration.
These three outcomes constitute the basis of PROSIVU’s three workstreams.
The aim of support for stronger, more inclusive economic growth is that central agencies and line ministries invest in evidenced based and inclusive economic development policies and projects that have high economic and social returns, improve outcomes for the poor and improve equality and social inclusion.
The aim of support for sustainable public finances is central agencies, led by the Ministry of Finance and Prime Minister’s Office, improve the performance and inclusivity of public expenditure, and diversify and increase domestic revenue collection.
The aim of support for better public administration is central agencies, led by the Civil Service Commission and the Presidency of the Council of Ministers, develop and invest in policies, systems and capacity to ensure public administration is inclusive, effective, performance-driven, and responsive to the needs of citizens, the private sector and civil society.

Objectives of Role
The ELTAA Program Coordinator will play a pivotal role in establishing and managing the program, ensuring its integration into Timor-Leste’s government systems and its successful implementation, in collaboration with MNEC-DGAA, the Civil Service Commission (CSC), PROSIVU, and the Australian Department of Foreign Affairs and Trade.
Roles and Responsibilities
To deliver on the above objectives of the role, the ELTAA Program Coordinator will work closely with MNEC, the Australian Embassy and relevant teams within PROSIVU to deliver the following roles and responsibilities:
1. Government Coordination and Integration
- Work closely with MNEC-DGAA to embed ELTAA into government processes, such as a government mandate prioritising the program and authorise officials’ release from regular duties to attend training.
- Liaise with the CSC to support the nomination, selection, placement test and release of government personnel for training.
2. Program Establishment and Operations
- Support the establishment and mobilisation of the ELTAA program, including the development of relevant procurement documentation needed to select and contract ELTAA delivery partners.
- Collaborate with selected delivery partners to design and implement program activities, including needs analysis, placement testing, and curriculum development.
3. Stakeholder Engagement
- Support regular, frequent and high-quality engagement between DFAT, MNEC-DGAA, CSC, PROSIVU and delivery partners for program-related matters.
- Foster partnerships with other donors and training providers to align and harmonise English language capacity-building efforts.
4. Reporting and Monitoring
- Monitor the progress of the three ELTAA streams (Regular Needs, Intensive Needs, and English for Specific Purposes) to ensure alignment with ASEAN requirements
- Provide regular updates to DFAT and MNEC-DGAA on the progress, challenges, and recommendations.
5. GEDSI
- Ensure inclusivity in program delivery by addressing gender equality, disability inclusion, and other social considerations.
- Seek opportunities and recommend ways to promote gender equality, women’s empowerment, disability and social inclusion in all aspects of the work (legal, policies, systems, programs and budgets).
6. General
- Comply with Australian Government and DT Global policies on gender and social inclusion; child protection, disability, sexual exploitation, abuse and harassment, workplace health and safety, environment, anti-bribery and anti-fraud.
- Work in accordance with PROSIVU manuals, strategies and plans.

About You
Qualifications
- Bachelor’s degree in public administration, education, TESOL (Teaching English to Speakers of Other language), international development, or a related field.
- A postgraduate qualification is preferred to further enhance strategic insight and leadership capacity.
Essential experience and knowledge
- At least five years of experience in program management, government liaison, or capacity-building initiatives with a proven ability to manage complex projects.
- Demonstrated experiences of working with government systems, processes, and multi-stakeholder coordination, ensuring alignment with priorities and effective collaboration.
Desirable experience and knowledge
- Experience in DFAT-funded programs or other donor-led initiatives, ensuring understanding of donor expectations, compliance requirements, and program accountability.
- Experience in managing education or training programs, particularly in English language training.
Skills
- Strong project management and organisational skills, including the ability to plan coordinate multiple ELTAA program activities simultaneously.
- Excellent communication and interpersonal abilities, with fluency in English and Tetum. Proficiency in Portuguese is an advantage.
