Program Background
DT Global supports the implementation of PROSIVU on behalf of the Australian Government.
PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.
The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:
(a) stronger, more inclusive economic growth.
(b) sustainable public finances; and
(c) better public administration.
These three outcomes constitute the basis of PROSIVU’s three workstreams.
The aim of support for stronger, more inclusive economic growth is that central agencies and line ministries invest in evidenced based and inclusive economic development policies and projects that have high economic and social returns, improve outcomes for the poor and improve equality and social inclusion.
The aim of support for sustainable public finances is central agencies, led by the Ministry of Finance and Prime Minister’s Office, improve the performance and inclusivity of public expenditure, and diversify and increase domestic revenue collection.
The aim of support for better public administration is central agencies, led by the Civil Service Commission and the Presidency of the Council of Ministers, develop and invest in policies, systems and capacity to ensure public administration is inclusive, effective, performance-driven, and responsive to the needs of citizens, the private sector and civil society.

Objectives of Role
PROSIVU is looking for an expert to support EDTL to initiate the movement towards renewable energy through a solar photovoltaic project for Atauro Island.
Roles and Responsibilities
The expert will be expected to provide the assistance to EDTL.EP in the following areas:
Engineering & Design:
-
Conceptualise the project master plan.
-
Develop feasibility study framework and/or guideline and assist in conducting project feasibility studies.
Procurement:
- Develop Procurements plan and guidelines – prepare technical specifications.
- Identifying the appropriate resources (Material, Equipment, Labour) required and develop sourcing plans for materials and/or equipment accordingly.
Construction:
- Develop project management plans for construction activities.
- Ensure quality control and safety compliance.
Key Responsibilities:
- Conduct a comprehensive review of current engineering standards and frameworks that applied by the EDTL/ Ministry of Public Works. Compare existing standards with those in use or proposed to identify any gaps, inconsistencies, or areas for improvement.
- Performing technical assessments on engineering design in conjunction with EDTL engineers and key stakeholders
Reporting and Communication
The expert is expected to:
- Report directly to the President of EDTL.EP and PROSIVU.
- Have frequent communications with the DFAT/Embassy of Australia in Timor-Leste
Mandatory:
- Prepare a work plan for the period of performance within the first month. Prepare reports for PROSIVU as required, including adviser monthly reports. Other contributions may include preparing Stories of Significant Change (SSCs) and participating in PROSIVU activities, such as briefings and planning sessions, review and reflections, adviser meetings and program reviews and other M&E related events from time to time.
GEDSI
- Seek opportunities and recommend ways to promote gender equality, women’s empowerment, disability and social inclusion in all aspects of the work (legal, policies, systems, programs and budgets). The expert will be required to make recommendations for the integration of GEDSI principles and analysis into the delivery of the role within the first month of mobilisation.
General
- Comply with Australian Government and DT Global policies on gender and social inclusion; child protection, disability, sexual exploitation, abuse and harassment, workplace health and safety, environment, anti-bribery and anti-fraud.

About You
Essential Experience and Knowledge
- Master’s degree in renewable energy engineering / electrical engineering.
- 10 years’ experience on energy systems, electricity generation: hybrid power system and power distribution and industry regulations.
Desirable Experience and Knowledge
- Having the experience of supporting government to address energy issues to totally renewable energy.
- Having have the experience of working in difficult development context such as Timor-Leste.
