Program Background
Prospera is a A$259 million eight-year program building on two decades of Australia’s support for economic governance in Indonesia. Prospera incorporates 15 Australian Government agencies and over 200 expert advisers and program staff from diverse backgrounds. Prospera also collaborates closely with the Katalis program to realise the benefits of the Indonesia-Australia Comprehensive Economic Partnership Agreement.
Prospera’s goal is to contribute to strong, sustainable, and inclusive economic growth in Indonesia through three breakthrough outcomes:

Safeguarding economic and financial stability: Ensuring a strong foundation for sustainable and inclusive growth.

Improving public finances and government performance: Enabling a modern, effective and responsible public sector.
Underpinning these breakthrough areas are three enablers: capable and coordinated institutions that support Indonesia’s development transition; gender equality and disability inclusion are advanced; and government of Indonesia and Australia partnerships strengthen.
Prospera delivers climate and energy activities as part of the policy and regulatory workstreams of an Australia-Indonesia climate partnership. The energy transition is a significant opportunity for Indonesia to create competitive industries and jobs in pursuit of its 2045 ambition of becoming an advanced nation.
Prospera commenced in March 2018 and will conclude in February 2026.

The Role
Prospera seeks to engage an Adviser with extensive experience in law and regulation in the Indonesian energy sector with a particular focus on the issue of market and institutional reform to accelerate energy transition and its associated political economy implications. The Adviser will provide technical guidance and critical assessment of policy pathways and associated regulatory options to help Indonesia develop a competitive energy system to support its economic growth objectives. The work will focus on evaluating a set of policy packages including but not limited to (1) forming a well-governed power sector, (2) energy supply resiliency, and (3) renewable fuel and captured carbon systems. A highly desirable candidate for the Adviser position will have extensive experience and expertise in Indonesia’s power sector and natural gas. Understanding other fields in future energy systems, such as renewable fuels, sustainable biofuel systems, and CCUS, will also be highly valued.
In addition to the technical aspects, the Adviser is expected to contribute to stakeholder engagement and capacity-building activities with relevant Government of Indonesia (GoI) officials as a part of Prospera’s policy development and advocacy process. The Adviser will support the development and implementation of Prospera’s work programme in their area of expertise to deliver Prospera’s objectives successfully.

About You
It is expected that the position will meet the following qualifications:

An advanced degree in Law, Energy Law, Public Administration, or any related field.

At least 10 years of experience in the regulation and legal aspects of the Indonesian energy sector with a focus on the issue of market and institutional reform to accelerate the energy transition and its associated political economy implications.

Essential: Strong expertise in the Indonesian power sector is a must, demonstrated by experience in providing consultancies or regulatory/legal advice related to the power sector’s governance, energy transition, institutional reform, and political economy.

Additional: Expertise in regulatory aspects of natural gas, green hydrogen systems, sustainable biofuel, and CCUS will be highly desirable.

Able to bridge between techno-economic concepts of energy systems into policy and legal concepts and recommendations.

Expertise in stakeholder engagement, with experience in liaising with and advising senior and technical government officials.

Knowledge and expertise in international climate and energy frameworks.

Strong written and spoken communication skills in Bahasa Indonesia and English, with an ability to interact with policymakers and other stakeholders in a culturally sensitive environment.
Remuneration
The remuneration will be set according to National Remuneration Framework group C, Job Level 3. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience and will be subject to Indonesian employment regulations and tax obligations. This position is a short-term position, open for National Indonesian applicants.
